Advertising alcohol above 15 degrees: Is it permitted?

Can you please clarify whether a business producing liquor with an alcohol content of over 15 degrees is allowed to advertise it? Under what circumstances is it permissible to advertise liquor? Thank you.According to Clause 7, Article 5 of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer 2019, it is stipulated: Advertising alcohol with an alcohol content of 15 degrees or higher is prohibited.
Thus, alcohol and beer producers and businesses are not allowed to advertise alcohol with an alcohol content of 15 degrees or higher, but if it is below 15 degrees, advertising is permitted.
However, the advertisement of alcohol below 15 degrees must include warnings to prevent and control the harmful effects of alcohol and beer, ensuring the following regulations (Clause 3, Article 5 of Decree 24/2020/ND-CP):
- One of the following warning messages must be included: "drinking alcohol and beer may cause traffic accidents", "drinking alcohol and beer may affect fetal health", "persons under 18 years of age are not allowed to drink alcohol and beer";
- Advertisements for alcohol and beer on audio newspapers, television, radio stations, and recorded audio and video products must clearly read out the warning content as stipulated in point a of this clause at a reading speed equivalent to the speed of reading other contents in the same advertisement;
- Advertisements for alcohol and beer on television, electronic newspapers, electronic information pages, social networks, audiovisual broadcasting stations, electronic means, terminal equipment, and other telecommunications equipment with images, and recorded audiovisual products to advertise alcohol and beer must display the warning content as stipulated in point a of this clause in writing with a contrasting color to the background to ensure visibility, occupying at least 10% of the advertisement area. In the case of advertising alcohol and beer on television, the written warning must extend across the full width of the screen;
- Advertisements at alcohol and beer business locations must include the warning content as stipulated in point a of this clause in clear, visible writing or recorded audiovisual ads meeting the requirements of points b and c of this clause;
- Advertisements for alcohol and beer outside the cases stipulated in points b, c, and d of this clause must include the warning content as stipulated in point a of this clause in clear, visible writing.
