Hello Lawnet. My daughter just got chickenpox on November 1st. Is it true that this disease requires isolation? What are the fines for failure to organize isolation?

According to the law in Vietnam, if I have chickenpox, do I have to isolate myself?
Pursuant to Article 11 of the Circular 17/2019/TT-BYT stipulating list of group-B communicable diseases subject to health quarantine as follows:
List of group-B communicable diseases subject to health isolation shall include the followings:
1. Diphtheria.
2. Whooping-cough.
3. Measles.
4. Rubella.
5. Anthrax.
6. Neisseria meningitides.
7. Hand, foot and mouth disease.
8. Varicella.
9. Mumps.
As regulations above, varicella (chickenpox) is a group-B communicable disease. It is subject to health isolation. Your daughter gets chickenpox, so you have to isolate her at home.
What are the fines for failing to organize chickenpox isolation in Vietnam?
Pursuant to Article 11 of the Decree 117/2020/NĐ-CP stipulating violations against regulations on medical isolation and coercive medical isolation as follows:
1. A fine ranging from VND 5.000.000 to VND 10.000.000 shall be imposed for commission of one of the following violations:
a) Failing to organize or force medical isolation in case of compulsory medical isolation prescribed by law, except the case prescribed in Point a Clause 2 of this Article;
b) Refusing or evading medical isolation or coercive medical isolation measures implemented by competent authorities, except case prescribed in Point b Clause 2 of this Article;
c) Failing to compile the list and monitor health of persons in close contact with persons who are managed under isolation or coercive isolation as prescribed by law.
2. A fine ranging from VND 15.000.000 to VND 20.000.000 shall be imposed for commission of one of the following violations:
a) Failing to organize medical isolation of persons infected with group A infectious diseases;
b) Refusing or evading the implementation of a competent authority’s decision on medical isolation or coercive medical isolation of persons infected with group A infectious diseases, border health quarantine subjects infected with group A infectious diseases or at the request of a competent authority;
c) Organizing medical isolation or coercive medical isolation at an unqualified location.
3. Remedial measure:
Enforced organization of medical isolation or coercive medical isolation if one of the violations in Points a, b Clause 1 and Points a, b Clause 2 of this Article is committed.
Pursuant to Clause 5 Article 4 of the Decree 117/2020/NĐ-CP stipulating as follows:
5. The fines prescribed in Chapter II hereof are imposed on violating individuals. The fine imposed on an organization is twice as much as that imposed on an individual for the same administrative violation.
As regulations above, a fine ranging from VND 5.000.000 to VND 10.000.000 shall be imposed for failing to organize chickenpox isolation in Vietnam. In addition, it is required to carry out medical isolation for the patients.
What are forms of reporting on chickenpox in Vietnam?
Pursuant to Article 3 of the Circular 54/2015/TT-BYT stipulating forms of reporting on chickenpox in Vietnam as follows:
1. Online report: Report directly to the reporting system via the internet, and at the same time save medical records for case reports or written reports for other types of reports at reporting unit.
2. Written report: In case it is not possible to make an online report, the units shall make a written report and send it by official dispatch, fax or email.
3. Other forms: In case of emergency, call or report directly within 24 hours, and make an online report or a written report.
