What are responsibilities of the district-level People's Committee in the monitoring of clean water quality in Hanoi city?
Pursuant to Article 16 of the Charter of Organization and Operation of Vietnam National Chemical Group issued together with Decree 20/2018/ND-CP stipulating responsibilities of the district-level People's Committee in the monitoring of clean water quality in Hanoi city as follows:
1. Disseminate and mobilize people to use water sparingly, protect water sources, protect water supply works, and at the same time raise vigilance to detect acts of sabotage causing pollution and unsafety, water security.
2. Develop a plan on water demand in the locality.
3. Direct the site clearance work, water supply infrastructure projects in the area, promptly settle them according to their competence or report to the City People's Committee for direction and settlement of difficulties and problems in site clearance for water supply projects.
4. The district-level People's Committees shall direct the commune-level People's Committees to organize the planting of boundary markers in the field according to the approved plan for planting boundary markers of the water source protection corridor; hand over the boundary markers of the water source protection corridor to the commune-level People's Committees for management and protection. Direct the commune-level People's Committee in managing the water source protection corridor in the locality.
5. Capture the area, command the local forces to respond promptly when incidents related to water sources occur.
6. Inspect, supervise and handle violations of water supply units according to their competence and decentralization of state management.
What are responsibilities of the Commune People's Committee in monitoring the quality of clean water in Hanoi City?
Pursuant to Article 17 of the Charter of Organization and Operation of Vietnam National Chemical Group issued together with Decree 20/2018/ND-CP stipulating responsibilities of the Commune People's Committee in monitoring the quality of clean water in Hanoi City as follows:
1. Manage the water source protection corridor in the locality.
2. Follow the direction of the district-level People's Committee to organize the installation of boundary markers in the field according to the approved plan for planting boundary markers of the water source protection corridor; receive and hand over landmarks of water source protection corridor for management and protection.
3. Carry out propaganda and mobilization of people to use water sparingly, protect water sources, protect water supply works, and at the same time raise their vigilance to detect acts of sabotage causing pollution and unsafety, water security.
4. Develop a plan on water demand in the locality.
5. Capture the area, report to the District People's Committee and contact specialized forces to promptly respond to incidents related to water sources.
What are responsibilities of customers using clean water in the monitoring of clean water quality in Hanoi City?
Pursuant to Article 18 of the Charter of Organization and Operation of Vietnam National Chemical Group issued together with Decree 20/2018/ND-CP stipulating responsibilities of customers using clean water in the monitoring of clean water quality in Hanoi City as follows:
1. Pay for water in full and on time and perform other agreements in the water supply service contract.
2. Use water sparingly, ensure safety and hygiene of water sources.
3. Promptly notify local authorities, water supply units when detecting abnormal signs that may cause water loss, affect water quality, and unsafe for people and properties.
4. Create conditions for inspection and supervision units and water supply units to inspect and evaluate water quality when necessary.
5. Coordinate with functional units to participate in community monitoring of clean water quality.
6. Fulfill other obligations as prescribed by law.
