What are regulations on strengthening international cooperation and communication on seas and oceans in Vietnam?

Pursuant to Subsection 3 Section IV Article 1 of the Decision 729/QĐ-TTg in 2022 stipulating as follows:

a) Promote communication and raise awareness about international cooperation in the sea and oceans and the sustainable development of the marine economy. Diversify types and methods of marine communication and international cooperation on seas and oceans; build relevant and effective specialized pages and categories of information; actively coordinate and cooperate with reputable international media agencies and channels to improve the effectiveness of communication activities; promote the role of the overseas Vietnamese community in promoting and communicating about Vietnam's seas and islands.

b) Build specialized pages and columns in foreign languages about the sea and ocean on foreign newspapers, websites, radio stations, and television channels.

c) Organize international conferences on maritime law; promote marine and ocean scientific research; increasing the quantity and quality of international publications on seas and oceans; ensure marine biodiversity conservation; exploit, use, and protect marine resources and the environment; encourage investment in marine economic development; and organize international and regional forums and events related to seas and oceans.

d) Organize programs, events, exhibitions, contests, etc., to provide external information on Vietnam's seas and islands in combination with propaganda and promotion of the country's image, culture, and people nationally and internationally.

dd) Mobilize financial and technical support and experience in implementing sea and ocean communication programs from international organizations and governments.

What are regulations on improving the quality and effectiveness of communication about seas and oceans in Vietnam?

Pursuant to Subsection 4 Section IV Article 1 of the Decision 729/QĐ-TTg in 2022 stipulating as follows:

a) Organize training to disseminate knowledge, foster skills and professionalism on information and communication on sea and island situation suitable to each audience from central to local levels. Improving journalists' and specialized staff's professional, political, and professional qualifications in sea and island communication work, particularly knowledge of domestic and international legal issues related to sea and islands.

b) Create a movement for all people to participate in responding to communication activities on seas and oceans, in association with the goals of sustainable development of the marine economy and protection of the country's sovereignty over seas and islands.

c) Enhance the application of information technology and digital technology in the program's activities in order to widely spread information to all audiences, contributing to improving the effectiveness of the program's communication.

d) Develop a system of marine and island propaganda materials that are consistent in content and diverse in form, suitable to the requirements of different audiences, and issue timely and valuable propaganda materials that create a good effect.

dd) Organize training courses on the system of policies, laws, and basic knowledge about seas, islands, and oceans for teachers who directly teach and communicate about seas and oceans; develop sets of documents, topics, and appendices to textbooks on sea and ocean for all levels and types of training.
