Pursuan to Article 12 of the Circular 23/2022/TT-BNNPTNT (effective from 28/03/2023) stipulating procedures for handling concentrated rural water supply works that have problems in Vietnam as follows:

Procedures for control and response in case of problems with concentrated rural water supply works

When detecting problems, in case of necessity, the water supply unit stops the operation of the water supply works.

1. Notify local authorities, specialized agencies and customers about the incident.

2. Make a record of the incident's contents.

3. Inspect and evaluate causes and resolve incidents within the scope of responsibility of the unit. In case of serious incidents, the water supply unit promptly informs and coordinates with local authorities and specialized agencies to take handling and remedial measures; propose an alternative water supply plan if there is a possibility of interruption of water supply for more than 48 hours.

4. Troubleshoot, restore and provide stable water to customers. In the process of troubleshooting, ensure timely, continuous, correct and smooth communication.

5. Report and explain incident-related contents to local authorities, specialized agencies, and customers.

6. Record in the operation management book information and data about incidents and remedial measures.

7. Assess the overall of the incident and propose measures to prevent and handle incidents that may occur in the future.

Thus, the process of handling concentrated rural water supply works with problems is as follows:

Step 1. Notify local authorities, specialized agencies and customers of the incident.

Step 2. Make a record of the incident content.

Step 3. Inspect, evaluate causes and solve problems within the scope of responsibility of the unit.

In case of serious incidents, the water supply unit promptly informs and coordinates with local authorities and specialized agencies to implement handling and remedial measures. What are contents of assessment of hazardous content, risks and possible incidents for concentrated water supply works in Vietnam?

Pursuan to Clause 2 Article 8 of the Circular 23/2022/TT-BNNPTNT (effective from 28/03/2023) stipulating contents of assessment of hazardous content, risks and possible incidents for concentrated water supply works in Vietnam as follows:

Contents of planning for safe water supply for each concentrated rural clean water supply project

1. Description and assessment of current status of water supply works.

a) Describe and assess the current status of water sources and scope of water supply; items of collection, treatment, storage and distribution of clean water to customers; requirements on quantity, water quality, service quality, water loss rate;

b) Process diagram of water supply technology including water collection, treatment, storage and distribution of clean water to customers;

c) Basic information about customers, water prices;

d) Evaluation of the process of operation of the works, the incidents that have occurred (if any).

2. Assessment of hazardous content, risks and possible incidents to water supply works.

a) Description of hazardous contents for water supply works from water sources, items of clean water collection, treatment, storage and distribution, customer areas. Hazard classification according to biological, chemical, physical and other hazardous factors; analysis and assessment of the level of danger to water supply works;

b) Assess the level of risk impact on the basis of frequency of occurrence and degree of harm. Determine the risk score according to the severity and less serious, propose the limit of unsafety of water supply of the work according to Form No. 01, Appendix II issued together with this Circular;

c) Assessment of possible incidents according to their severity and less seriousness to water supply works from water sources, items of clean water collection, treatment, storage and distribution, customer areas. Develop measures to control, prevent and remedy possible incidents according to Form No. 02, Appendix II issued together with this Circular.

Therefore, the assessment of hazardous content, risks and possible incidents for concentrated water supply works is as follows:

+) Description of hazardous contents for water supply works from water sources, items of clean water collection, treatment, storage and distribution, customer areas.

Hazard classification according to biological, chemical, physical and other hazardous factors; analysis and assessment of the level of danger to water supply works;

+) Assess the level of risk impact on the basis of frequency of occurrence and degree of harm. Determine the risk score according to the severity and less serious, propose the limit of unsafe water supply of the works;

+) Assessment of possible incidents according to their severity and less seriousness to water supply works from water sources, items of clean water collection, treatment, storage and distribution, customer areas. Develop measures to control, prevent and correct possible incidents.

How often is the internal inspection and assessment of concentrated water supply works in Vietnam?

Pursuan to Article 10 of the Circular 23/2022/TT-BNNPTNT (effective from 28/03/2023) stipulating internal inspection and assessment of concentrated water supply works in Vietnam as follows:

Internal inspection and assessment

1. The water supply unit is responsible for internal inspection and assessment of the implementation of the safe water supply plan for the works managed by its unit or hired a consulting unit to perform.

2. Internal inspection and evaluation are carried out regularly, periodically and irregularly.

3. Regular internal inspection and assessment including observation, on-site inspection from water sources, items of collection, treatment, storage and distribution of clean water, customer areas according to water supply safety limits and provide timely control measures in case of exceeding the allowable limit.

4. Periodic internal inspection and assessment shall be carried out every 6 months and annually according to Appendix IV issued with this Circular.

5. Unscheduled internal inspection and assessment when unusual incidents occur and propose measures to remedy unusual incidents; promptly report to local authorities and specialized agencies to coordinate in overcoming incidents in cases related to water sources, electricity sources, violations of the law on water supply works.

6. The results of internal inspection and assessment must be fully recorded in the operation management manual of the water supply unit.

Based on the above regulations, periodical internal inspection and assessment of concentrated water supply works are carried out every 6 months and annually.
