What are general targets of Communication Program on seas and oceans with a vision to 2030 in Vietnam?

Pursuant to Subsection 1 Section II Article 1 of the Decision 729/QĐ-TTg in 2022 stipulating as follows:

a) The party's lines and guidelines, the state's policies and laws on the sea and islands, and the sustainable development of the marine economy are properly, fully, and comprehensively understood, thereby consolidating trust and support for the marine economy. support of both the political system and the people—the young generation, businesses, and communities at home and abroad—for the party and state in the cause of protecting the sea and islands of the Fatherland and developing the marine economy. Officials at all levels must deeply understand and firmly grasp the policies and laws on the sea and islands.

b) Information and knowledge about the sea and ocean are transmitted regularly, continuously, accurately, and attractively to each target group; identify and refute false information, false views, and distortions about seas and oceans; students are equipped with basic knowledge; the majority of people have an understanding of the position, role, and importance of the sea and ocean for socio-economic development and national defense, thereby encouraging the people to be active and proactive in participating in marine and ocean protection activities.

c) Content and forms of communication are renewed, creative, and diversified; using modern, multi-media, multi-form, and multi-language communication technology (with foreign press agencies); creating an effective interaction between the subject and the object of communication; involving the wide participation of domestic and international organizations, individuals, and communities; and forming a sense of responsibility to participate in communication about the sea and ocean of people and businesses. inspiring pride for people of all walks of life about the sea and island homeland. From the central government down to each commune, village, and hamlet, communication on the sea and ocean has been implemented effectively, comprehensively, closely, methodically, and with breakthroughs.

What are specific targets of Communication Program on seas and oceans with a vision to 2030 in Vietnam? 

Pursuant to Subsection 2 Section II Article 1 of the Decision 729/QĐ-TTg in 2022 stipulating as follows:

a) By 2023, ministries will oversee the six marine economic sectors identified in Resolution No. 36-NQ/TW (tourism and marine services, maritime economy, oil and gas extraction, mineral resources, coastal industry, renewable energy, and new marine economic sectors).Ministries: Information and Communication; Diplomatic; National Defense; Science and Technology; Education and Training; Labor—Invalids and Social Affairs; Justice; The Central Committee of the Vietnam Fatherland Front and its member organizations and the People's Committees of the provinces and centrally run cities shall complete the formulation and approval of communication plans on the seas and oceans with relevant stakeholders and specific targets according to the communication characteristics of that agency or locality.

b) By 2025, 100% of central and local press agencies and foreign newspapers will have special pages and columns on the sea and ocean on information products (newspapers, newsletters, printed magazines, websites, etc.) of the agency; 100% of the ministries and branches related to the state management of seas and islands, the provinces, and centrally-run cities will have a column on the sea and ocean on the agency's website.

c) Every year, coastal localities organize specific activities to respond to Vietnam Seas and Islands Week and World Oceans Day and report the results to the Ministry of Natural Resources and Environment.

d) Every year, 100% of reporters, editors, technicians, leaders of press agencies, people who do information and propaganda on issues related to the sea and ocean at agencies of press, media, and publishing at central and local levels, grassroots information officers, and external information officers are trained and updated on the system of policies, laws, and basic knowledge about the sea and ocean.

dd) By 2025, to build one branch-level library on the sea and ocean; by 2030, to build one museum specializing in the sea and ocean.

e) By 2030, 100% of educational institutions in the national, private, and international education systems will conduct communication activities about the seas and oceans through the integration of relevant content into a number of subjects, including main courses, extracurricular activities suitable to the school level, and training level.

g) Every year, strive for more than 80% of mass organizations, socio-political organizations at all levels, and large economic groups of the state to participate in communication activities about the sea and ocean (directly or indirectly, depending on the size and nature of the activities of organizations and units).
