The Responsibilities of the Agency Managing Inspectors When Inspectors Perform Their Duties
Based on Clause 2, Article 6 of Circular 41/2020/TT-BCA, the responsibilities of the unit managing inspection officers include the following responsibilities:
- Establish records for managing wastewater inspection equipment, which include: equipment history; user manual; usage log; inspection or calibration certificate; equipment delivery and receipt log;
- Organize maintenance, inspection, and calibration of wastewater inspection equipment in compliance with and suitable for the environmental parameters to be inspected; promptly repair when the wastewater inspection equipment malfunctions;
- Open and store records regarding the professional capacity of inspection officers: scientific history; training records, relevant diplomas, certificates, licenses; a capacity evaluation table of inspection officers (to monitor and assign inspection tasks);
- Annually, evaluate the inspection capacity of officers through participation in proficiency testing programs (organized by the Environmental Police Department or a qualified unit) or through quality control results; must perform activities to ensure inspection quality;
- Open and store complete records of wastewater inspection, including sampling records, on-site measurement records (if any), wastewater sample inspection records in the testing laboratory, and documents directly related to the inspection case.
