Responsibilities of the Ministry of Agriculture and Rural Development in the Scheme to Enhance Capacity for the Forest Ranger Force for the Period 2021-2030
Pursuant to Clause 1, Article 2 of Decision 177/QD-TTg of 2022, the following provisions are stipulated:
- Ministry of Agriculture and Rural Development
- Preside over, cooperate with ministries, central authorities, and local authorities to effectively implement the Scheme; actively integrate the objectives and tasks of the Scheme with national target programs, sustainable forestry development programs, and related programs, projects, and schemes implemented by the Ministry of Agriculture and Rural Development.
- Promote the application of high technology in forecasting, warning of forest fire risks, and early detection of forest fires; be ready to support localities when major forest fires occur.
- Direct the development and approval of projects on forest management, forest protection, and forest fire prevention and control by affiliated units according to their competence and the provisions of existing laws, and implement them in 2022 and subsequent years.
- Organize guidance, inspection, supervision, urging, preliminary and final reviews, and evaluation of the results of the implementation of the Scheme; promptly propose and recommend to the Prime Minister of the Government of Vietnam decisions on issues arising during the implementation of the Scheme.
- Preside over and cooperate with ministries and central authorities in providing technical and professional opinions on investment projects for forest management, forest protection, and forest fire prevention and control funded by the central budget. Issue technical guidance documents related to forest management, forest protection, and forest fire prevention and control; monitor and direct the implementation of projects under the Scheme.
- Annually, cooperate with the Ministry of Finance to compile and submit to the competent authorities the allocation of state budget funds for the implementation of the Scheme in accordance with the law. Compile urgent funding support needs for forest fire prevention and control and forest protection from ministries, central authorities, and local authorities, and send them to the Ministry of Planning and Investment and the Ministry of Finance for compilation and submission to the competent authorities for consideration and decision.
Responsibilities of the Ministry of Planning and Investment in the Scheme to Enhance Capacity for the Forest Ranger Force for the Period 2021-2030
According to Clause 2, Article 2 of Decision 177/QD-TTg of 2022, the following provisions are stipulated:
- Ministry of Planning and Investment
- Preside over, cooperate with the Ministry of Agriculture and Rural Development, ministries and central authorities, and localities to allocate funds from development investment sources to implement projects on forest management, forest protection, and forest fire prevention and control in accordance with the law on public investment and relevant laws;
- Cooperate with the Ministry of Agriculture and Rural Development, ministries, central authorities, and local authorities in inspecting, supervising, and organizing the implementation of the Scheme.
