Requirements for the Transportation of Radioactive Sources

The latest Decree on atomic energy stipulates the requirements for transporting radioactive sources as follows. Please provide support.

According to Article 13 of Decree 142/2020/ND-CP (Effective from February 1, 2021), the transportation of radioactive sources must meet the following requirements:

1. Personnel

- In the case of transportation by road or rail (excluding exempted packages): The driver of the transport vehicle must have a Radiation Safety Training Certificate or an escort must have this Certificate;

- In the case of transporting radioactive sources of Group 1, Group 2, and Group 3 according to QCVN 06:2010/BKHCN: There must be a person in charge of incident response who has been granted a Radiation Worker Certificate.

2. Safety and Security Assurance

- Packages must be packed and labeled according to regulations on the safe transportation of radioactive sources, radioactive waste, source nuclear material, and nuclear material;

- There must be a radiation dose measuring device to monitor safety during transport;

- Fully meet security assurance requirements as stipulated in Appendix I of this Decree;

- Have a facility-level radiation incident response plan as stipulated in Appendix II of this Decree.

In the case of transporting radioactive sources of Group 1, Group 2 according to QCVN 6:2010/BKHCN, high-level radioactive waste as per the National Standard on Radiation Safety - Radioactive Waste Management - Classification of Radioactive Waste (TCVN 6868:2001): The incident response plan must be approved according to the provisions of Article 36 of this Decree;

- Road transport vehicles and the cargo compartments of rail transport must be labeled with radioactive dangerous goods warning signs as required when transporting radioactive sources, radioactive waste, source nuclear material, and nuclear material;

- In the case of transportation by road: Only cars can be used, and passengers are not allowed during transportation (excluding exempted packages).

3. Other Requirements

In addition to complying with the above conditions, organizations and individuals transporting radioactive sources, radioactive waste, source nuclear material, and nuclear material must also adhere to the conditions stipulated in Decree No. 42/2020/ND-CP dated April 8, 2020, of the Government of Vietnam regulating the List of Dangerous Goods, the transportation of Dangerous Goods by Road Motor Vehicles, and the transportation of Dangerous Goods on Inland Waterways.
