Procedure for Wastewater Sample Inspection
Based on Article 18 of Circular 41/2020/TT-BCA, the procedure for wastewater sample inspection is carried out as follows:
Receiving, Reviewing Inspection Request and Sample
The testing laboratory or inspection unit must evaluate the quality of the sample to be inspected and review the inspection request to determine its compatibility with the inspection capacity. In the case of incompatibility, the inspection shall be refused or a subcontractor will be used to carry it out. If compatible, the sample will be encoded (if not already encoded or the existing encoding does not meet the requirements) and tasks for analysis will be assigned according to the parameters needing inspection.
Preparing Tools, Equipment, and Pre-Analysis Sample Processing
- Based on the analytical parameters of the wastewater sample and the analytical method to be conducted, the correct type, quantity, and quality of equipment, tools, chemicals, reagents, and QC samples must be prepared for inspection;
- Proceed to pre-analysis sample processing according to the pre-analysis sample processing protocol applicable to the specific analysis method and environmental parameters.
Conducting Analysis
Carry out the analysis as per the analytical procedures developed by the testing laboratory for each specific method. The sample to be inspected must be analyzed simultaneously with quality control samples.
Concluding Analytical Work in the Testing Laboratory
- Calculate and process analytical data according to each corresponding measurement method. Summarize and review the rationality of the wastewater sample analytical results. The review is based on the inspection dossier (sample collection records, field measurement records, sample handover records, inspection records, and analytical results in the testing laboratory, as well as QC sample analysis results);
- Draft the Environmental Inspection Report according to Form 09-MTr or Form 10-MTr issued with Circular 61/2012/TT-BCA-C41. If the conditions for concluding are not met as stipulated, draft the Environmental Inspection Result according to Form 07-MTr or Form 08-MTr issued with Circular 61/2012/TT-BCA-C41. The remaining sample after analysis is stored according to quality control regulations in analysis and environmental sample management regulations (storage period is 30 days after the completion of inspection unless otherwise required).
