Procedure for Issuance of Fire Prevention and Fighting Permit
Based on the Administrative Procedure Simplification Plan issued with Resolution 25/NQ-CP in 2010:
Facilities that have been reviewed and accepted for fire prevention and fighting (PCCC) must, before entering into operation, have the head of the facility submit a written statement affirming that the facility complies with all fire prevention and fighting requirements and conditions. This statement should be accompanied by documents and materials proving full compliance with fire prevention conditions submitted to the fire prevention police agencies...
Thus, in accordance with this regulation, instead of performing the procedure for obtaining a Certificate of Eligibility for Fire Prevention and Fighting, the vehicle owner or facility head only needs to submit a written commitment ensuring safety conditions for fire prevention and fighting, along with accompanying proof documents, and can then commence operation immediately without awaiting a response from the fire prevention and fighting police agency.
In principle, your unit must meet the fire prevention and fighting safety conditions according to Article 7 of Decree 79/2014/ND-CP.
The dossier for ensuring fire prevention and fighting safety conditions includes:
– Certified copy of the design approval document for fire prevention and fighting;
– Certified copy of the acceptance testing document for fire prevention and fighting;
– The facility's firefighting plan (Form No. PC11);
– List of individuals who have completed fire prevention and fighting training;
– Inventory of all equipped fire prevention and fighting equipment;
– Other related documents (if any).
