Pursuant to Section I, Article 1, Decision 177/QD-TTg of 2022 stipulates the following goals:
1. Improve the capacity to manage and protect forests and prevent and fight forest fires for forest rangers from central to local levels, contribute to prevent and repell deforestation and effective control forest fires, contribute to ensuring national defense, security, and effectively responding to climate change.
Strive to reduce at least 10-15% of forestry law violations and damaged forest areas compared to the period 2015 - 2020, especially acts of deforestation, exploitation, and transportation of wood and forest products, burning, deforestation.
2. Strengthen and strengthen the organization and improve professional qualifications and law enforcement for forest rangers and forest protection forces in forest management and protection and fire prevention and fighting forests, ensuring that at least 50% of the forest protection and fire prevention and fighting management force is trained and professionally trained and equipped with means and equipment for forest protection and fire fighting. year 2025; improve forecasting capacity and reliability of forecasting and warning of the risk of forest fires and deforestation; Organize early detection and timely notification of deforestation and forest fires.
3. Increase investment in vehicles, equipment and technical infrastructure to serve forest management and protection and forest fire prevention and fighting.

According to Subsection 1, Section II, Article 1, Decision 177/QD-TTg of 2022 stipulates the following tasks:
a) Training and coaching
- Develop training programs and documents, provide professional training on forest management and protection, and forest fire prevention and fighting for forest rangers, specialized forest protection forces, and forestry groups.
- Organize training and professional development for forest rangers in forest management and protection, forest fire prevention and fighting; forestry law enforcement; Focus on training highly qualified staff in the field of forecasting and warning of forest fires, deforestation and forest degradation; apply high technology in forest management and protection and forest fire prevention and fighting; Regularly organize fire prevention and fighting drills.
b) Improve the capacity to predict forest fire risks and early detect forest fires and deforestation
- Develop scenarios to respond to forest fire situations, have a mechanism to mobilize and coordinate between forces (soldiers, police, rangers, militia,...) to handle them effectively.
- Promote digital transformation to improve efficiency in statistics, inventory, and monitoring of forest resource developments; Applying information technology and remote sensing to serve the management and command of forest fire fighting; Invest in upgrading the forest fire risk forecasting and warning system, providing forest fire risk forecasting and warning information; Upgrade the early detection system for forest fires by applying remote sensing technology and geographic information systems to proactively detect and promptly handle forest fire situations.
- Organize research, development and technology transfer in forest management and protection, forest fire prevention and fighting.
c) Invest in vehicles, equipment, and technical infrastructure to serve forest management and protection and forest fire prevention and fighting
- Invest in vehicles, equipment, and technical infrastructure for forest protection, fire prevention and fighting forces from central to local levels. Renovate, repair and build working headquarters of Forest Ranger Districts, Ranger Stations, and Forest Protection Stations, with priority given to difficult and critical areas.
- Repair and build new works serving forest protection, fire prevention and fighting: forestry roads, fire runways, canals, ditches, lakes, dams, water tanks, pumping stations, systems Water supply system for forest fire fighting; observation hut to detect forest fires; forest fire monitoring tower; system of prohibition signs, forest fire forecast signs, and instructions on forest fire prevention and fighting; Closed irrigation works, isolating peat lands,...
