Establishment, Management, and Assurance of Operational Conditions for the Civil Defense Force
According to Article 30 of Decree 136/2020/ND-CP (effective from January 10, 2021), these contents are stipulated as follows:
- The commune-level police are responsible for advising the Chairman of the People's Committee at the same level to establish the civil defense team based on the proposal of the village leader and directly directing the activities of the civil defense team. The Chairman of the commune-level People's Committee is responsible for deciding to establish, promulgate operational regulations, ensure funding, workplace, equipment, necessary conditions, and maintain the activities of the civil defense team.
- Arrangement of the civil defense force:
+ The civil defense team comprises 10 to 20 members, including 01 team leader and 01 vice leader; the team with over 20 to 30 members will have an additional vice leader. The civil defense team may be divided into civil defense groups; each group consists of 05 to 09 members, including 01 group leader and 01 vice leader;
+ The Chairman of the commune-level People's Committee issues the decision to appoint the team leader, vice team leader, group leader, and vice group leader of the civil defense teams and groups.
- Members of the civil defense team are those who are regularly present at their place of residence.
- The Police Department is responsible for directing, inspecting, and providing guidance on firefighting and fire prevention expertise and professional skills to the civil defense force.
