Applications for establishing a national hydrometeorological station and putting it into operation in Vietnam

Under Article 6 of Circular 13/2021/TT-BTNMT (Effective from October 21, 2021), the applications for establishing a hydrometeorological station and putting it into operation in Vietnam are stipulated as follows:

1. Application for station establishment:

a) Statement from the agency or unit executing the project;

b) Decision approving the technical survey report for establishing the station and the technical survey report for station establishment;

c) Written approval from the competent authority or organization, individual regarding the location, area of land use for constructing specialized facilities, station buildings, installing equipment, measurement equipment;

d) Certified copy of the Decision approving the investment project or the policy of establishing the station by the competent authority.

2. Application for officially putting the station into operation:

a) Statement from the agency or unit executing the project;

b) Certified copy of the Decision establishing the station;

c) Decision on land allocation by the competent authority or a certified copy of the Land Use Right Certificate (if any); Confirmation from local authorities, organizations, and individuals regarding leased land areas or lands that are not subject to the issuance of Land Use Right Certificates;

d) Acceptance record of the construction, and measurement equipment;

dd) Certified copy of the Decision approving the operation maintenance scheme;

e) Certified copy of calibration and maintenance certificates for hydro-meteorological measurement equipment, technical documents; user manuals, operation, and maintenance guides for measurement equipment;

g) Report evaluating the trial operation results, inspection, and observation according to Form No. 2, Appendix II issued together with this Circular;

h) Written opinion from specialized agencies under the Department of Meteorology and Hydrology in Vietnam.
