What is content of minimum hydrometeorological monitoring for each type of project that must be monitored from December 1, 2023 in Vietnam?
On October 16, 2023, the Minister of Natural Resources and Environment issued Circular 13/2023/TT-BTNMT providing technical regulations on monitoring and providing information and hydrometeorological monitoring data for specialized hydrometeorological station.
In Article 4 of Circular 13/2023/TT-BTNMT, there are regulations on the minimum hydrometeorological monitoring content for each type of project requiring hydrometeorological monitoring, including the following contents:
- Civil airport monitoring according to regulations of the Ministry of Transport;
- Dams and reservoirs of special importance, large and medium types are monitored according to the Government's regulations on safety management of dams and reservoirs; Dams and reservoirs are within the scope of the inter-reservoir monitoring operation process according to the regulations of the inter-reservoir operation process;
- The port monitors wind direction and speed, sea level, waves, seaward visibility, frequency 04 times/day at 01:00, 07:00, 13:00 and 19:00,
- Bridges with a clearance aperture of 500 meters or more monitor wind direction and speed, frequency 04 times/day at 01:00, 07:00, 13:00 and 19:00; Lindis male
- The radio and television transmission tower combines sightseeing and business operations to serve customers on the tower to monitor wind direction and speed, with a frequency of 03 times/day at 07:00, 13:00 and 19:00;
- Cable car serves sightseeing and tourism activities to monitor wind direction and speed, hourly frequency during operation;
- The national park monitors rainfall, temperature, air humidity, wind direction and speed, four times a day at 01:00, 07:00, 13:00 and 19:00;
- Expressway routes are monitored according to national technical standards on traffic monitoring and control systems on highways;
- General inland waterway ports of type I or higher monitor visibility, water level, wind direction and speed, frequency 04 times/day at 01:00, 07:00, 13:00 and 19:00;
- Projects of specific nature include islands in the Truong Sa archipelago, rigs belonging to economic and technical service clusters (DK1) and military airports serving national defense and security monitoring purposes according to regulations of the Ministry of National Defense.

In Article 5 of Circular 13/2023/TT-BTNMT, there are regulations on monitoring methods as follows:
Monitoring method
1. For specialized hydrometeorological stations belonging to works requiring hydrometeorological monitoring specified in Points b, c, d, dd, e, g and i, Clause 1, Article 4 of this Circular, the project owner The process of applying monitoring methods to suit the monitoring equipment and technology but must ensure the accuracy of monitoring factors according to technical regulations and national technical regulations on hydrometeorological monitoring.
2. For the works specified in Points a, h and k, Clause 1, Article 4 of this Circular, the project owner shall apply the regulations of the Ministry and branch.
3. For specialized hydrometeorological stations established by organizations or individuals to monitor according to specific needs that are not part of the project, the hydrometeorological monitoring station must decide on the appropriate monitoring method.
In Clause 1, Article 4 of Circular 13/2023/TT-BTNMT stipulates the following monitoring content:

What are regulations on selection, inspection and calibration of hydrometeorological measuring instruments in Vietnam?
In Article 6 of Circular 13/2023/TT-BTNMT, there are regulations on hydrometeorological measuring facilities and equipment as follows:
Hydrometeorological measuring facilities and equipment
1. Construction, design, and installation of hydrometeorological works:
Owners of specialized hydrometeorological works, based on the purpose and requirements for exploiting and using information and hydrometeorological data, select the appropriate construction, design and installation of hydrometeorological works. ensure technical corridors; National technical standards for hydrometeorological monitoring works can be applied.
2. Select, verify and calibrate hydrometeorological measuring instruments:
a) Owners of hydrometeorological monitoring projects, based on the purpose and requirements for using hydrometeorological information and data, can apply national technical standards on hydrometeorological monitoring to select convenient methods to measure accordingly;
b) Inspection and calibration of hydrometeorological measuring instruments shall comply with the provisions of Article 19 of the Law on Hydrometeorology.
Thus, the selection, inspection and calibration of hydrometeorological measuring instruments are regulated as follows:
- Owners of hydrometeorological monitoring projects, based on the purpose and requirements for using hydrometeorological information and data, can apply national technical standards on hydrometeorological monitoring to select means;
- Inspection and calibration of hydrometeorological measuring instruments shall comply with the provisions of law on measurement, specifically:
+ The inspection and calibration of hydrometeorological measuring instruments on the list that must be inspected and calibrated are carried out in accordance with the law on measurement.
+ hydrometeorological measuring instruments that are not on the list of measuring instruments that must be inspected and calibrated must have records of origin and technical characteristics in accordance with technical regulations issued by competent state agencies.
+ The inspection and calibration of hydrometeorological measuring instruments is carried out by a qualified inspection and calibration facility according to the provisions of law on measurement.
Note: Circular 13/2023/TT-BTNMT takes effect from December 1, 2023.
