What are regulations on the methods of developing economic-technical norms managed by the Ministry of Agriculture and Rural Development in Vietnam?
Based on Article 7 of Circular 06/2021/TT-BNNPTNT, the regulations on the methods of developing economic-technical norms are as follows:
The unit leading the development of economic-technical norms selects one or more of the following methods:
1. Statistical and synthesis method:
Based on annual statistical data or data from reporting periods (the statistical data must ensure reliability and legal validity for the continuous three-year period before the development of economic-technical norms) and relying on practical experience or comparative parameters to develop economic-technical norms.
2. Comparative method:
Based on the norms of equivalent work or products that have been implemented in practice to develop economic-technical norms.
3. Standard method:
Based on the state's regulations and standards on labor time, rest periods, machinery and equipment consumption rates to determine labor norms, machinery and equipment norms for each specific task or group of tasks.
4. Experimental analysis method:
Based on the results of surveys and experiments conducted on specific work processes and content, analyzing and calculating each component of the norms (selecting tasks that cannot be determined through the above three methods or tasks that have been determined but not accurately and require practical testing).

What are components of economic-technical norms managed by the Ministry of Agriculture and Rural Development in Vietnam?
According to the provisions in Article 8 of Circular 06/2021/TT-BNNPTNT, the components of economic-technical norms are as follows:
1. Labor norms
Labor norms = Direct labor norms + Indirect labor norms, including:
a) Direct labor norms are the labor costs (converted into working days) to complete a unit of product or service.
b) Indirect labor norms include management, specialized, technical, auxiliary, and service labor norms.
2. Material norms
The content of material norms in construction includes:
a) Identifying the list and types of materials required to complete each work content and produce a unit of product or service.
b) Determining the quantity/weight of each type of material based on equipment types, running time with load (material consumption).
c) Determining the recovery rate (%) of materials based on their characteristics.
d) Determining the basic technical requirements of materials and describing the technical specifications of each type of material suitable for implementing a product or service.
3. Machinery and equipment norms
Machinery and equipment norms are the necessary time for each type of machinery and equipment to complete the implementation of a product or service, meeting the criteria and standards issued by the competent authority, including:
a) Identifying the list and types of machinery and equipment.
b) Determining the basic technical specifications of machinery and equipment.
c) Determining the usage time for each type of machinery and equipment: running time with load (material, power, and fuel consumption during usage) and running time without load (no material consumption).
4. Other norms (if applicable).
