Regulations on the Congress of the Vietnamese Association of Creativity and Copyrights
Based on Article 13 of the Charter of the Vietnam Association of Creativity and Copyright (approved by Decision 790/QD-BNV in 2021) which stipulates about the Congress of the Vietnam Association of Creativity and Copyright as follows:
The highest governing body of the Association is the term Congress or extraordinary Congress. The term Congress is held every five (5) years. An extraordinary Congress is convened when at least two-thirds (2/3) of the total number of Executive Committee members or at least half (1/2) of the total number of official members propose.
The term Congress or extraordinary Congress is organized in the form of a plenary Congress or a delegate Congress. A plenary Congress or delegate Congress is organized when more than half (1/2) of the official members or more than half (1/2) of the official delegates are present.
Tasks of the Congress:
a) Discuss and approve the term summary report; set the direction and tasks for the new term of the Association;
b) Discuss and approve the Charter; revised and supplemented Charter; change name, split, separate, merge, unify, or dissolve the Association (if any);
c) Discuss and contribute opinions to the accountability report of the Executive Committee and the financial report of the Association;
d) Decide the number, elect the Executive Committee, and the Inspection Committee of the Association;
e) Approve the Congress resolution.
- Principles of voting at the Congress:
a) The Congress can vote by raising hands or secret ballot, the stipulation of voting forms is decided by the Congress;
b) The approval of the Congress's decisions must be voted in favor by more than half (1/2) of the official delegates present at the Congress.
