Will the household registration book be collected when applying for a national ID card?
According to Circular 55/2021/TT-BCA, when citizens carry out residency procedures in the following cases leading to changes in information in the Household Registration Book or Temporary Residence Book that was previously issued, the residency registration authority is responsible for retrieving the Household Registration Book or Temporary Residence Book that was issued, adjusting, updating the information in the Residency Database as per the provisions of the Law on Residency, and not issuing new or re-issuing the Household Registration Book or Temporary Residence Book:
- Carrying out permanent residence registration procedures- Adjusting information in the Residency Database- Splitting into a separate household- Deregistering permanent residence- Registering temporary residence- Extending temporary residence- Deregistering temporary residence
Note: The above procedures will only lead to the retrieval of the book if there is a change in information in the Household Registration Book or Temporary Residence Book.
Therefore, the procedure for issuing a Citizen Identification Card does not affect and also does not fall under the cases where the Household Registration Book is retracted.
The documents needed to apply for a Citizen Identification Card include:
- Old identification card;- Household Registration Book (if your information has not been stored in the National Database on Residence);- Birth certificate or other legal documents in case the information declared by the citizen on the application form for the chip-attached Citizen Identification Card differs from the information in the Household Registration Book or in the National Database on Residence.
Upon completion of the procedures, the police authority will retrieve the currently used identification card in case the citizen is transferring from an identification card to a Citizen Identification Card.
