According to the provisions of Article 19 of Joint Circular 04/2012/TTLT-BTP-TANDTC-VKSNDTC-BCA-BQP, regulations on dossiers requesting issuance of judicial record cards are as follows:
1. Dossier requesting issuance of a judicial record card includes the documents specified in Clause 1, Article 45 of the Law on Judicial Records.
In case the person requesting a judicial record card submits a photocopy of the ID card, passport, household registration book, temporary residence book, permanent or temporary residence certificate, the original copy must be presented for comparison. In case there is no original for comparison, submit a certified copy according to the provisions of law.
In case an individual authorizes another person (other than father, mother, wife, husband, or child) to carry out the procedure to request a judicial record card, a written authorization is required. The authorization document must be notarized or authenticated according to the provisions of law. In case the authorizer is a foreigner who has left Vietnam, there must be a legal power of attorney according to the law of the country in which he or she is a citizen or permanent resident and must be consularly legalized according to the provisions of the Vietnamese law and translated into Vietnamese.
2. Dossier requesting issuance of a judicial record card shall be made in 01 set and submitted to the National Center for Judicial Records or the Department of Justice according to the provisions of Clause 2, Article 45 of the Law on Judicial Records.
According to this Article, if you request a judicial record card and submit a copy of your ID card or household registration book, you must present the original for comparison.

Thus, in case the person requesting a judicial record card does not have the original documents such as ID card, passport, household registration book, temporary residence book, permanent or temporary residence certificate for comparison.
