Pursuant to Clause 1, Article 36 of the 2014 Law on Civil Status, regulations on birth registration procedures are as follows:
1. Birth registrants shall submit the papers specified in Clause 1, Article 16 of this Law to the civil status registration agency. In case either parent is or both parents are foreigner(s), a document on the agreement of the parents on the selection of citizenship for their child.
If the parents choose a foreign citizenship for their child, their agreement document must contain certification of a competent foreign state agency of which they are citizens.
Thus, according to the above regulations in Vietnam, because the child's father is a foreigner, the two of you are currently in Hanoi and must submit a written agreement between the parents on choosing the child's citizenship according to the above regulations.

Pursuant to Clause 1, Article 14 of the 2014 Law on Civil Status, regulations on birth registration contents are as follows:
1. Birth registration contents include:
a/ Information of the person whose birth is registered: family name, middle name and first name; gender; birthdate; birthplace; native place; ethnicity; and citizenship;
b/ Information of the parents of the person whose birth is registered: full name, middle name and first name; year of birth; ethnicity; citizenship; and place of residence;
c/ The personal identification number of the person whose birth is registered.
Thus, according to the above regulations in Vietnam, the content of the birth registration certificate will show the information of the father and mother of the person whose birth is registered, not the information of grandparents.

Pursuant to the provisions in Clause 6, Article 4 of the 2014 Law on Civil Status:
6. Birth certificate means a document granted by a competent state agency to an individual upon birth registration; a birth certificate contains basic personal information specified in Clause 1, Article 14 of this Law.
At the same time, Article 6 of Decree 123/2015/ND-CP stipulates validity of birth certificate as follows:
1. Birth certificate is an original document on civil status of an individual.
2. All documents of an individual containing full name, date of birth, race, nationality, native place, parent-child relationship shall be consistent with his/her birth certificate.
3. If an individual’s document contains information different from his/her birth certificate, the head of agency that has managed or issued such document shall make appropriate amendments in accordance with the birth certificate.
According to this regulation in Vietnam, the birth certificate is determined to be the original civil status document, so the information on the identity card and other documents must be consistent with the information on the birth certificate.
Therefore, in case the date of birth information on the birth certificate and ID card does not match, when filing the party profile, you must write according to the birth certificate, and at the same time re-create the ID card according to the correct information on the certificate in Vietnam.
