What to Do When Your ID Card Expires in 2020?
According to Circular 04/1999/TT-BCA, citizens who have been issued new identity cards under Decree No. 05/1999/ND-CP dated February 3, 1999, and identity cards issued under Decision No. 143/CP will be renewed in the following cases:
+ Exceeding the 15-year usage period from the date of issue;

And according to Article 38 of the Law on Citizen Identification 2014:
This Law is effective from January 1, 2016.
Identity cards issued before the effective date of this Law remain valid for use until their expiration date as specified; when citizens request to renew, they can switch to the Citizen Identification card.
All types of legal documents issued using information from the Identity card retain their legal validity.
Forms already issued that use information from the Identity card can continue to be used until December 31, 2019.
- Localities that do not have the necessary information infrastructure, physical, technical means, and managers for citizen identification, the National Population Database, and the Citizen Identification Database to implement this Law, shall follow the regulations in place before the Law’s effective date until December 31, 2019; no later than January 1, 2020, must fully comply with this Law.
Therefore, in the year 2020, if your identity card expires, you will need to apply for a new Citizen Identification card. If your local area hasn't implemented the issuance of the Citizen Identification card, you will need to proceed with the renewal of your identity card.
