I want to ask, the other day I went to make a citizen identity card with a chip but when it was done, the Ward Police did not give me an appointment paper. Is that right or not?

According to Article 5 of Circular 60/2021/TT-BCA regulates the collection of citizen information as follows:

After receiving a request for issuance, replacement, re-issuance of the Citizen Identity Card, the officer collecting citizen information shall perform as follows:

1. Search for citizen information in the national population database to prepare the dossier for issuance, replacement, re-issuance of the Citizen Identity Card.

2. Select the type of Citizen Identity Card issuance (issuance, replacement, re-issuance) and proceed to describe the physical characteristics of the citizen.

3. Collect the fingerprints of the citizen;

4. Take a portrait photo of the citizen

5. Print the Receipt of citizen information collection for the citizen to check, sign, clearly write their name; the officer collecting citizen information checks, signs, clearly writes their name.

6. Print the Population information collection form (if any), Update form, edit population information form (if any) for the citizen to check, sign, clearly write their name.

7. Collect fees as prescribed.

8. Retrieve the Identity Card, old Citizen Identity Card for cases where citizens change from Identity Card to Citizen Identity Card, change Citizen Identity Card.

9. Issue an appointment letter to return the results of the issuance, replacement, re-issuance of the Citizen Identity Card for the citizen.

10. On the same working day, the officer collecting citizen information is responsible for handing over the dossier for issuance, replacement, re-issuance of the Citizen Identity Card to the dossier classification department, transferring the Population information collection form (if any), Update form, edit population information form (if any) to the Commune police, ward, town or District police, district, town, city belonging to the province, city belonging to the central city where there is no administrative unit at the commune level (hereinafter abbreviated as Commune police) where the citizen has registered permanent residence.

The Commune police must verify and approve, update citizen information in the national population database within 01 working day from receiving the Population information collection form, Update form, edit population information form.

Therefore, when receiving a request from the people for issuance, replacement of the citizen identity card, the receiving officer will follow the above procedures. In which, issuing an appointment letter to return the results of the issuance, replacement of the citizen identity card.
