- At the citizen identification management agency of the Ministry of Public Security;

- At the citizen identification management agency of the Provincial Police, centrally-governed city;

- At the citizen identification management agency of the District Police, district-level town, provincial-governed city, and equivalent administrative unit;

- The competent citizen identification management agency may organize the procedures for the issuance of the Citizen Identification Card at the commune, ward, commune-level town, agencies, units, or at the residence of citizens in case of necessity.

Thus, according to the above regulation, it is convenient for citizens to go to the nearest citizen identification management agency to carry out the procedures for the issuance, exchange, or reissuance of the Citizen Identification Card without necessarily having to return to their permanent residence in Da Nang to do so. Therefore, you can renew the card in Sai Gon at the aforementioned agencies.
