How is the structure of the personal identification number?
According to Article 13 of Decree 137/2015/ND-CP regarding the structure of the personal identification number, it stipulates that:
The personal identification number is a natural sequence of 12 digits, structured to include 6 digits for the century code, gender code, year of birth code of the citizen, province/city under central authority code or country code where the citizen is registered at birth, and the remaining 6 digits are random numbers.
Thus, the identification number (Citizen Identity) will be determined according to the above-mentioned structure.
Procedures for applying for an identification number for citizens who have registered for birth?
Pursuant to Article 15 of Decree 137/2015/ND-CP amended by Clause 9 Article 1 of Decree 37/2021/ND-CP regarding the procedures for applying for an identification number for citizens who have already registered for birth:
Citizens who have registered for birth but have not yet been issued a personal identification number will have the personal identification number established by the national database on population management agency based on the existing information in the national database on population.
Immediately after the personal identification number is established for the citizen, the national database on population management agency will issue a written notice to the citizen regarding the newly established personal identification number and the current information of the citizen in the national database on population. In cases where the citizen's information in the national database on population is incomplete, the notice must request the citizen to supplement the information to the commune-level police office where they reside for updating and correcting information in the national database on population.
In cases where the citizen has already been issued a personal identification number but has their gender re-determined or birth year corrected, the national database on population management agency will re-establish the personal identification number for the citizen after they have completed the civil registration related to gender, year of birth according to the legal provisions on civil registration. The national database on population management agency shall issue a written notice to the citizen concerning the re-established personal identification number.
The agency issuing Citizen Identity cards uses the personal identification number established by the national database on population management agency for citizens to issue Citizen Identity cards in accordance with Article 18 of this Decree.
