What are regulations on place of residence of persons without permanent and temporary residences in Vietnam?
Pursuant to Article 19 of the Law on Residence in 2020 stipulating place of residence of persons without permanent and temporary residences as follows:
Place of residence of persons without permanent and temporary residences
1. The place of residence of a person without permanent and temporary residences as they are ineligible for permanent and temporary residence registration shall be their current residence; if they do not live at a certain address, their current residence shall be the commune-level administrative unit where they are living. Persons without permanent and temporary residences must declare information on their residence with the registration authority of the locality where their current residence is located.
2. Registration authorities shall provide instructions on residence information declaration based on the information fields in the national population database and residence database.
3. In case the person provided for in Clause 1 herein does not have their information recorded in the national population database and/or residence database, within 30 days starting from the date of receipt of declared information, the registration authority shall verify the information; for complicated cases, this time limit may be extended up to a total of 60 days.

As regulations above, if a person has neither a permanent residence nor a temporary place of residence, his/her place of residence is his/her current place of residence.
If someone does not live at a certain address, his/her current residence shall be the commune-level administrative unit where he/she is living.

Who is exempt from residence registration fee in Vietnam?
Pursuant to Article 4 of the Circular 75/2022/TT-BTC, 08 subjects are exempt from residence registration fees, including:
- Children according to the provisions of the Law on Children in 2016.
- The elderly according to the provisions of the Law on Elderly in 2009.
- People with disabilities as prescribed in the Law on People with Disabilities in 2010.
- People with meritorious services to the revolution and relatives of people with meritorious services to the revolution as prescribed in the Ordinance on Incentives for People with meritorious services to the revolution in 2020.
- Ethnic minorities in communes with particularly difficult socio-economic conditions.
- Citizens permanently residing in border communes.
- Citizens permanently residing in island districts; Citizens of poor households according to the provisions of law.
- Citizens from 16 years old to under 18 years old who are orphans of both parents.
