What is the registration fee for permanent residence in 2024 in Vietnam?
According to the Fee Schedule for Residence Registration issued together with Circular 75/2022/TT-BTC, the registration fee for permanent residence is regulated as follows:

As regulations above, the registration fee for permanent residence in 2024 is 20,000 VND per registration if the citizen submits the application directly. Meanwhile, the registration fee shall be 10,000 VND per registration if the application is submitted through the online public service portal.
Who are exempt from registration fee for permanent residence in Vietnam?
According to Article 4 of Circular 75/2022/TT-BTC, there are exemptions from the registration fee for permanent residence, including:
- Children, elderly individuals, and persons with disabilities.
- Individuals who have made contributions to the revolution and their immediate family members.
- Ethnic minority people in economically and socially disadvantaged communes; permanent residents in border communes; permanent residents in island districts; and citizens belonging to poor households as defined.
- Citizens who are orphaned and aged between 16 and under 18, having lost both parents.

Which locations are not eligible for permanent residence registration in Vietnam?
Pursuant to Article 23 of the Law on Residence in 2020 stipulating locations not eligible for new permanent residence registration:
- Places of residence situated in locations or areas forbidden from construction or encroaching protection corridors for national defense and security, transport, irrigation, dikes and energy, protection markers for technical infrastructure works and ranked historical - cultural sites;
- Areas at risk of landslides, flash floods and pipe floods, and protection areas for other works as prescribed by law;
- Places of residence the whole floor area of which are located on illegally encroached land or places of residence located on land not eligible for construction as per the law.
- Places of residence issued with a decision on land use right revocation and decision approving plan for compensation, assistance and relocation by the competent authority;
- Places of residence being houses the whole or a part of floor area of which is subject to a dispute or complaint related to ownership or right of use unresolved as per the law.
- Places of residence confiscated as decided by the competent authority; vehicles which are registered as permanent residences but the vehicle registration of which has been annulled or which do not possess the inspection certificate for compliance with technical safety and environmental protection requirements as per the law.
- Places of residence being houses issued with a demolition decision by the competent authority.
What are procedures for permanent residence registration in Vietnam when submitting application to the registration authority of the locality where the citizens reside?
Pursuant to Article 22 of the Law on Residence in 2020 stipulating procedures for permanent residence registration:
Procedure for permanent residence registration
1. The applicant shall submit their application to the registration authority of the locality where they reside.
2. Upon receipt of an application, the registration authority shall check and issue an acknowledgement of application receipt to the applicant; and instruct the applicant on how to complete their application if it is incomplete.
3. Within 07 working days starting from the date of receipt of an adequate and valid application, the registration authority shall appraise and update information on the new permanent residence of the applicant to the residence database and notify the applicant of such update; and provide a written explanation for the applicant if the application rejected.
4. A person who has registered their permanent residence but is moving to another lawful place of residence and is eligible for permanent residence registration shall register their new place of residence as their permanent residence according to regulations of this Law within 12 months starting from the date upon which they become eligible.
As regulations above, procedures for permanent residence registration in Vietnam when submitting application to the registration authority of the locality where the citizens reside are as follows:
Step 1: Individuals or organizations prepare the required documents according to the legal regulations.
Step 2: Individuals or organizations submit the application at the Commune Public Security station.
Step 3: Upon receiving the application for permanent residence, the registration authority verifies the legal compliance and content of the documents:
+ If the application is complete and valid, the authority accepts the application, issues an Acknowledgement of Receipt, and schedules an appointment to return the result to the applicant.
+ If the application meets the requirements but lacks certain documents, the authority provides guidance on how to supplement and complete the application, and issues a Guidance on Supplementing and Completing Documents for the applicant.
+ If the application does not meet the requirements, the authority rejects the application and issues a Rejection Notice to the applicant.
Step 4: Individuals or organizations pay the registration fee as required.
Step 5: Based on the scheduled date stated on the Acknowledgement of Receipt, the applicant collects the result notification for the completion of the residency registration procedure (if any).
