What is the Popular Militia and Self-Defense Force? Can lower secondary school graduates join the militia and self-defense force?

What is widespread militia? Can a junior high school graduate join the militia? I have just graduated from junior high school and want to register for the militia; is it possible? Additionally, what is widespread militia?

1. What is the Broad-based Militia?

Previously, Clause 6, Article 5 of the Militia and Self-Defense Law 2009 included the following provision:

The broad-based militia is a force consisting of citizens within the age range of performing the obligation to join the militia and self-defense that have been registered and managed to be ready to expand the force and mobilize when there is an order from the competent authority.

However, according to the Militia and Self-Defense Law 2019, the definition of "broad-based militia" has been omitted. Moreover, this law provides the following guidelines:

- The militia and self-defense force is a mass armed force that does not detach from production and work, organized in local areas known as militia, and organized in state agencies, political organizations, socio-political organizations, public service providers, and economic organizations (collectively referred to as agencies and organizations) known as self-defense.

- Local militia and self-defense is a force performing duties in villages, hamlets, communes, towns, neighborhoods, blocks, and sub-districts (collectively referred to as villages) and in agencies and organizations.

- Mobile militia and self-defense is a mobile force performing duties in various areas as decided by the competent authority.

- Standing militia is a standing force performing duties in key areas concerning national defense.

- Marine militia and self-defense is a force performing duties on islands and in the marine areas of Vietnam.

2. Can someone who has completed up to 6th grade join the Militia and Self-Defense?

According to Clause 1, Article 10 of the Militia and Self-Defense Law 2019, which stipulates standards, selection, and the authority to decide on citizens performing the obligation to join the Militia and Self-Defense, it states that:

Vietnamese citizens within the age range of performing the obligation to join the Militia and Self-Defense, meeting the following standards, are selected into the Militia and Self-Defense:

- Clear background;

- Strictly adhere to the guidelines and viewpoints of the Communist Party, policies, and laws of the State;

- Sufficient health to perform the duties of the Militia and Self-Defense.

Thus, currently, there are no specific educational level requirements when selecting citizens to join the Militia and Self-Defense. Therefore, if you meet the above standards, you can perform the obligation to join the Militia and Self-Defense.
