Which cases are exempted from residence registration fee in Vietnam?
Pursuant to Article 2 of Circular 75/2022/TT-BTC stipulating the subjects paying the residence registration fee as follows:
Fee payer
Vietnamese citizens, when carrying out procedures for residence registration (permanent residence registration, temporary residence registration, temporary residence extension, household separation) with the residence registration agency in accordance with the law on residence, must pay the registration fee. fees as prescribed in this Circular.
Pursuant to Article 4 of Circular 75/2022/TT-BTC stipulating cases of exemption from residence registration fee in Vietnam as follows:
Fee exemptions include:
1. Children as prescribed in the Law on Children; the elderly according to the provisions of the Law on Elderly; people with disabilities under the provisions of the Law on Persons with Disabilities.
2. People with meritorious services to the revolution and relatives of people with meritorious services to the revolution as prescribed in the Ordinance on Incentives for People with meritorious services to the revolution.
3. Ethnic minorities in communes with particularly difficult socio-economic conditions; permanent residents in border communes; permanent residents in island districts; Citizens of poor households according to the provisions of law.
4. Citizens from 16 years old to under 18 years old who are orphans of both parents.

How to declare, collect and pay residence registration fees?
Pursuant to Article 6 of Circular 75/2022/TT-BTC stipulating regulations on declaration, collection and payment of residence registration fees as follows:
Declare, collect and pay fees
1. The fee payer must pay the fee when submitting the residence registration application and being received by the residence registration agency.
2. The fee payer shall pay the fee, the fee collection organization shall declare, collect and pay the collected fees according to the provisions of Circular No. 74/2022/TT-BTC dated December 22, 2022 of The Minister of Finance regulating the form and time limit for collection, payment, and declaration of fees and charges under the regulatory authority of the Ministry of Finance.
3. Fee collection organizations pay 100% of collected fees to the state budget (central budget) according to chapters and subsections of the current state budget Table of Contents. The source of costs to cover fee collection is arranged by the state budget (central budget) in the collection organization's estimates according to the regime and state budget spending norms as prescribed by law.
Thus, the fee payer shall pay the fee, the fee collection organization shall declare, collect and pay the collected fee according to regulations. Fee collection organizations pay 100% of collected fees to the state budget (central budget).
Which agency will organize the collection of residence registration fees in Vietnam?
Pursuant to Article 3 of Circular 75/2022/TT-BTC stipulating as follows:

The residence registration agency specified in Clause 4, Article 2 of the Law on Residence that receives applications for permanent residence registration, temporary residence registration, temporary residence extension, and household separation is the organization that collects the prescribed residence registration fee in this Circular.
Pursuant to Clause 4, Article 2 of the Law on Residence in 2020 stipulating as follows:

4. Residence registration agency is the residence management agency that directly performs residence registration of citizens, including Commune, Ward and Town Police; Police of districts, towns, provincial cities, and central-affiliated cities in places where there is no commune-level administrative unit.
