What is the current rank of Vietnamese passport in the world?
In the latest "Hanley Passport Index" ranking released on July 18, 2023, the Vietnamese passport ranks 82nd out of 199 countries and territories in the world, up 6 places from the January 2023 ranking (88th) and up 10 places from 2022 (92nd).
With this ranking, Vietnamese citizens can enter 55 destinations around the world without a visa or only need an electronic visa (e-visa) or a visa issued at the border.
Number of countries and territories that waive visa requirements for Vietnamese citizens, including:
- Southeast Asia: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste*

In the latest ranking, the passport index ranking of other Southeast Asian countries are as follows (the number before is the passport ranking/the number after is the number of destinations without a visa): Singapore (1/192); Malaysia (11/180); Brunei (20/166); Timor-Leste (55/95); Thailand (64/79); Indonesia (69/73); Philippines (74/66); Cambodia (82/55); Laos (87/50); Myanmar (89/47).
Compared to the January 2023 ranking, the passport index ranking of all Southeast Asian countries has improved.
In particular, Singapore rose by one rank (from second to first), Malaysia, Brunei, and Timor-Leste all rose by three ranks; Thailand and the Philippines both rose by four ranks. The countries that rose by six ranks are Vietnam, Laos, and Indonesia; two countries rose by seven ranks are Cambodia and Myanmar.
Also in this latest ranking, the Singapore passport has surpassed Japan to become the "most powerful passport in the world". Citizens holding a Singapore passport can enter 192 destinations without a visa.

What documents are required for issuance of regular passports in Vietnam?
Pursuant to Article 15 of the Law on Entry and Exit of Vietnamese Citizens in 2019 (amended by Clause 3.a and 3.b, Article 1 of the Law on amendments to the Law on Entry and Exit of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam in 2023) stipulating domestic issuance of regular passports as follows:
Domestic issuance of regular passports
1. Persons applying for issuance of passports shall submit completed application forms using defined templates, 2 pictures and relevant documents specified in Clause 2 of this Article; present valid ID cards, Citizen Identity Cards or passports.
2. Documents relating to domestic issuance of regular passports include:
a) The most recently issued regular passports that are valid with respect to persons who have been issued with passports; in case where the valid passports are lost, attach notice of loss or notice of receipt of competent agencies specified in point a Clause 2 Article 28 of this Law;
b) Copies of birth certificates or extracts thereof with respect to persons under 14 years of age who have not been issued with personal identification numbers; in case such copies of birth certificates or extracts thereof are unavailable, submit photocopies and present original copies for examination and comparison;
c) Copies of documents issued by competent agencies proving authorized legal representatives for incapacitated persons, persons having limited recognition or behavioral control as specified in Civil Code and persons under 14 years of age; in case such copies are unavailable, submit photocopies and present original copies for examination and comparison.

Therefore, according to the above regulations, the documents required to make a regular passport in Vietnam are as follows:
- Application form for a regular passport in Vietnam.

- Documents related to the issuance of a regular passport in Vietnam.
- Citizen identity card or passport that is still valid.
Where to apply for a regular passport in Vietnam?
Pursuant to Clause 3 and 4, Article 15 of the Law on Entry and Exit of Vietnamese Citizens in 2019 (amended by Clause 3.b, Article 1 of the Law on amendments to the Law on Entry and Exit of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam in 2023) stipulating places of issuance of regular passports in Vietnam as follows:
- Application for a first-time passport is made at the Immigration Department of the Provincial Public Security Department where you usually reside or temporarily reside.
- In case you have a citizen identity card, you can apply at the Immigration Department of the Provincial Public Security Department where it is convenient.
- Applicants for a first-time passport who fall into one of the following cases may choose to apply at the Immigration Department of the Ministry of Public Security:
+ Have a referral or recommendation letter from a hospital to go abroad for medical examination or treatment;
+ Have evidence that a relative abroad has been in an accident, illness, or death;
+ Have a written recommendation from the directly managing agency for officials, civil servants, employees, officers, non-commissioned officers, professional soldiers, workers, employees in the armed forces, people working in the organization of the weak;
+ For other humanitarian or urgent reasons decided by the head of the Immigration Department of the Ministry of Public Security.
