What is penalty level for people who do not change their expired Citizen Identification Cards in Vietnam? If persons get Citizen Identification Cards when they turn 58 years old, do they have to renew their Citizen Identification Cards in Vietnam? In case of changing the Citizen Identification card, will the old Citizen Identification card be revoked iN Vietnam?
I've heard people talk about the age when they have to change their Citizen Identification Card, but I don't know how to determine it. And if I do not change my expired Citizen Identification Card, what will be the penalties? Thank you!
What is penalty level for people who do not change their expired Citizen Identification Cards in Vietnam?
Pursuant to Clause 1, Article 21 of the Law on Citizen Identification 2014, the age to change Citizen Identification Cards is prescribed as follows:
1. A citizen identity card must be renewed when a citizen reaches full 25 years, full 40 years and full 60 years.
According to Point a, Clause 2, Article 3 of Circular 06/2021/TT-BCA, regulations on the front of the Citizen Identification Card include the following information:
- Left, from top to bottom: National emblem of the Socialist Republic of Vietnam, diameter 12 mm; Photo of the person issued with a Citizen Identification card, size 20 x 30 mm; Valid to/Date of expiry;

At Point b, Clause 1, Article 10 of Decree 144/2021/ND-CP stipulates violations against regulations on issuance, management, use of ID cards and citizen identity cards as follows:
1. A warning or a fine ranging from 300.000 VND to 500.000 VND shall be imposed for any of the following violations:
a) Failure to present the ID card or citizen identity card or ID number certificate at the request of a competent person;
b) Failure to comply with regulations of law on issuance, replacement, reissuance of the citizen identity card;
And Clause 2, Article 4 of Decree 144/2021/ND-CP stipulates the fines as follows:
2. The fines specified in Chapter II of this Decree are imposed upon administrative violations committed by individuals. The fine imposed upon an organization for the same violation shall be twice the fine imposed upon an individual.
According to this Article, to know whether the Citizen Identification Card is still valid or not, you can rely on the expiration date written on the front of the Citizen Identification Card or based on your age to determine. If you do not change your Citizen Identification card when it has expired, you will be given a warning or fine from 300,000 VND to 500,000 VND in Vietnam.

If persons get Citizen Identification Cards when they turn 58 years old, do they have to renew their Citizen Identification Cards in Vietnam?
Article 21 of the Law on Citizen Identification 2014 stipulates age to change Citizen Identification cards as follows:
1. A citizen identity card must be renewed when a citizen reaches full 25 years, full 40 years and full 60 years.
2. Citizen identity cards which are granted, renewed or re-granted within 2 years before a citizen reaches the age specified in Clause 1 of this Article remain to be valid until he/she reaches the subsequent age eligible for card renewal.
Thus, from 60 years old, you will not have to change your Citizen Identification Card and within 2 years before 60 years old, that is, 58 years old, it will still be valid for use without needing to change when you turn 60 years old in Vietnam. Therefore, when you get a card from 58 years old, you do not need to change your Citizen Identification card anymore.
In case of changing the Citizen Identification card, will the old Citizen Identification card be revoked iN Vietnam?
Pursuant to Clause 3, Article 24 of the Law on Citizen Identification 2014, regulations on order and procedures for renewal or re-grant of citizen identity cards are as follows:
3. Used citizen identity cards shall be revoked for the cases specified in Clause 1, Article 23 of this Law.
According to Clause 1, Article 23 of the Law on Citizen Identification 2014, the cases of changing and reissuing Citizen Identification cards are as follows:
1. A citizen identity card shall be renewed in the following cases:
a/ The cases specified in Clause 1, Article 21 of this Law;
b/ The card is damaged and unusable;
c/ Change of family name, middle name, first name and characteristics for identification of the card holder;
d/ Gender re-assignment or native place re-determination;
dd/ There is incorrect information in the citizen identity card;
e/ Upon request of the card holder.
And according to Clause 3, Article 11, Circular 59/2021/TT-BCA stipulates procedures for issuance, revision, re-issuance of Citizen Identity Cards as follows:
3. Collect ID Cards, current Citizen Identity Cards in case citizens apply for conversion from ID Cards to Citizen Identity Cards or revision of Citizen Identity Cards.
According to the above regulations in Vietnam, in case of changing the Citizen Identification card, the old Citizen Identification card will be revoked.
