In this Decree, the following terms are understood as follows:
1. Electronic identity (eID) refers to the information of an agency, organization, or individual in the electronic identification and authentication system that allows the unique identification of that individual, agency, or organization in the electronic environment.
2. eID subject refers to the agency, organization, or individual identified with the electronic identity.
3. Electronic identification (eID) is the activity of registration, reconciliation, establishment, and association of the electronic identity with the eID subject.
4. Electronic identification and authentication management agency refers to the Administrative Management Police Department of Social Order - Ministry of Public Security.
5. Electronic identification account is a collection of a username, password, or other authentication means established by the electronic identification and authentication management agency, used to access and utilize the features, utilities, and applications of the electronic identification and authentication system and connected information systems as regulated by law.

How many levels of authentication are there for electronic identification accounts in Vietnam?
According to Article 20 of Decree 69/2024/ND-CP, the levels of authentication for electronic identification accounts are regulated as follows:
Levels of authentication for electronic identification accounts:
1. The electronic identification and authentication system provides the following levels of authentication for electronic identification accounts:
a) Level 01: Authentication of electronic identification accounts is performed based on one authentication factor specified in Clause 7 of Article 3 and the corresponding authentication means specified in Clause 8 of this Decree, without biometric information.
b) Level 02: Authentication of electronic identification accounts is performed based on two different authentication factors specified in Clause 7 of Article 3 and the corresponding authentication means specified in Clause 8 of this Decree, without biometric information.
c) Level 03: Authentication of electronic identification accounts is performed based on two or more different authentication factors specified in Clause 7 of Article 3 and the corresponding authentication means specified in Clause 8 of this Decree, including one biometric information.
d) Level 04: Authentication of electronic identification accounts is performed based on authentication factors, including at least one biometric factor (face image, fingerprint, voice, iris), at least one factor owned by the eID subject (ID card, digital device, software), and one factor known by the eID subject (password, secret code, QR code).
2. For other electronic transaction accounts created by agencies, organizations, or individuals, the classification and corresponding determination for each business, process of those entities shall refer to the provisions in Clause 1 of this Article, or comply with the regulations of specialized laws and guidance of competent state management agencies in each field.
According to the regulations, there are four levels of authentication for electronic identification accounts, including:
[1] Level 01 is performed based on one authentication factor and authentication means without biometric information.
[2] Level 02 is performed based on two different authentication factors and corresponding authentication means without biometric information.
[3] Level 03 is performed based on two or more different authentication factors and corresponding authentication means, including one biometric information.
[4] Level 04 is performed based on authentication factors, including at least one biometric factor, at least one factor owned by the eID subject, and one factor known by the eID subject.
Which entities are eligible to be granted an electronic identification account in Vietnam?
According to Article 7 of Decree 69/2024/ND-CP, the entities eligible to be granted an electronic identification account are classified as follows:

Vietnamese citizens, organizations, and individuals who are foreign residents in Vietnam are granted electronic identification accounts as follows:
1. Vietnamese citizens who are 14 years old or older and have been issued a citizen identification card or a valid citizen identification card are granted electronic identification accounts at level 01 and level 02.
Vietnamese citizens who are between 6 and under 14 years old and have been issued an identification card are granted electronic identification accounts at level 01 and level 02 when necessary. Vietnamese citizens who are under 6 years old and have been issued an identification card are granted electronic identification accounts at level 01 when necessary.
2. Foreign individuals who are 6 years old or older and have been issued a permanent residence card, temporary residence card in Vietnam are granted electronic identification accounts at level 01 and level 02 when necessary. Foreign individuals who are under 6 years old and have been issued a permanent residence card, temporary residence card in Vietnam are granted electronic identification accounts at level 01 when necessary.
3. Organizations and institutions established or registered to operate in Vietnam are granted electronic identification accounts without differentiation by level.
As regulated above, the entities eligible to be granted an electronic identification account include:
- Vietnamese citizens who are 14 years old or older and have been issued a citizen identification card or a valid citizen identification card;
- Vietnamese citizens who are between 6 and under 14 years old and have been issued an identification card;
- Vietnamese citizens who are under 6 years old and have been issued an identification card;
- Foreign individuals who are 6 years old or older and have been issued a permanent residence card, temporary residence card in Vietnam;
- Foreign individuals who are under 6 years old and have been issued a permanent residence card, temporary residence card in Vietnam;
- Organizations and institutions established or registered to operate in Vietnam.
