What documents are acceptable for boarding a plane without a passport in Vietnam?
Pursuant to Section 1.1 Appendix 14 of the Circular 13/2019/TT-BGTVT (amended by Clauses 71 - 88 Article 1 of the Circular 41/2020/TT-BGTVT and Clause 4 Article 5 of the Circular 28/2020/TT-BGTVT), passengers who do not have a passport may use the following other identification documents to check in for a domestic flight:
- Immigrant visa, Permanent residence card, Temporary residence card;
- Identity card;
- Police or military identification card;
- National Assembly member card, Communist Party member card, Journalist card;
- Driver license;
- National Civil Aviation Security Committee card, Airport security control card with long-term validity;
- Identification card of Vietnamese airlines;
- Identity confirmation certificate issued by the local police station or commune where the passenger usually resides or temporarily resides (the certificate must include the following information:
+ Issuing agency, issuer; date, month, year of confirmation;
+ Full name, date of birth, gender, hometown, place of residence of the person being confirmed; reason for confirmation.
The certificate must have a photo, a chop, and is valid for 30 days from the date of confirmation); certificate of the competent authority certifying that the passenger is a person who has just completed the sentence.
Note: Identity documents used by passengers when traveling by plane must be original and valid;
- For birth certificates, birth certificates must be original or certified copies;
- No documents without a photo or photo that does not comply with the law will be accepted, except for birth certificates, birth certificates, and documents of the competent authority proving the arrest.
In summary, passengers who do not have a passport can still fly with the above documents, but only for domestic flights.
In the case of passengers traveling on international flights, a passport is required. Passengers without a passport will not be allowed on the plane.

Can citizens who travel abroad and wish to return to Vietnam immediately apply for a regular passport under the shortened procedures?
Pursuant to Article 17 of the Law on Entry and Exit of Vietnamese Citizens in 2019 (amended by Clause 5 Article 1 of the Law on amendments to some Articles of Law on Entry and Exit of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam in 2023) stipulating persons to be issued with regular passports via adoption of shortened procedures as follows:

1. Persons travelling abroad for a definite period, losing their regular passports and wishing to return immediately.
2. Persons whose applications for residency are rejected by the foreign country and are also not regulated by any international agreement on repatriation.
3. Persons forcibly returning to their countries according to international agreements or treaties on repatriation.
4. Persons issued with regular passports for purposes of national defense and security.
As regulations above, persons, who lose their regular passports while travelling abroad and wish to return to Vietnam immediately, can apply for a regular passport under the shortened procedures.
What are responsibilities of holders of entry and exit documents in Vietnam?
Pursuant to Article 23 of the Law on Entry and Exit of Vietnamese Citizens in 2019 stipulating responsibilities of holders of entry and exit documents in Vietnam as follows:
- Preserving and keeping entry and exit documents in pristine conditions; promptly inform competent authorities if entry and exit documents are lost; following procedures to issue entry and exit documents anew should such documents be damaged, personal information, identity attributes be changed or sex be reassigned.
- Using only 1 type of valid entry or exit document for each session of entry or exit.
- Within 5 working days from the date on which entry or exit activity concludes, diplomatic passports and service passports must be returned to agencies and individuals supervising passports specified by the law, except for legitimate reasons decided by heads of agencies.
- If a person changes his/her workplace, report to agencies and individuals supervising passports of where he/she moves from and to to enable them to supervise diplomatic passports or service passports according to the law.
