What Constitutes a Valid Referendum?
Based on Article 44 of the 2015 Law on Referendum, the provisions are as follows:
- A valid referendum must have at least three-quarters of the total number of registered voters nationwide participating in the vote.
- The content of the referendum must be approved by more than half of the valid votes to be enforceable; for referendums on the Constitution as stipulated in Clause 1, Article 6 of this Law, it must be approved by at least two-thirds of the valid votes.
Therefore, in order for a referendum to be valid, it must have at least three-quarters of the total number of registered voters nationwide participating in the vote.
