What are regulations on the fees for issuance of passports from 01/7/2023 until the end of 2023 in Vietnam?
On 29/6/2023, the Minister of Finance of Vietnam promulgated the Circular 44/2023/TT-BTC on fees and charges to support the people and enterprises.
Pursuant to the Circular 25/2021/TT-BTC stipulating fees for issuance of passports as follows:

Pursuant to Clause 1.21, Article 1 of the Circular 44/2023/TT-BTC stipulating reduction of fees for issuance of passports as follows:

As regulations above, from 01/7/2023, fees for issuance of passports shall be as follows:
- New issuance: 160,000 VND/issuance
- Reissuance (lost or missing passports): 320,000 VND/issuance
- Reissuance of personnel confirmation: 80,000 VND/issuance
The above fee includes both passports with electronic chips and without chips.
What is the deadline for reduction of fees for issuance of passports in Vietnam?
Pursuant to Clause 2, Article 1 of the Circular 44/2023/TT-BTC stipulating fees and charges to support the people and enterprises as follows:

2. From July 1, 2024, the collection of the fees mentioned above shall be in compliance with original Circulars or amendment or replacement Circulars (if any).
3. Aside from the rate of collection of fees and charges prescribed in the above Schedule, original Circulars and other legislative documents shall apply to contents on the scope and regulated entities; collectors; payers; cases of exemption from paying fees and charges; declaration and payment of fees and charges; collection rates of fees and charges; management and use of fees and charges; collection receipts and disclosure of regulations on the collection of fees and charges not regulated in this Circular.
As regulaitons above, the deadline for reduction of fees for issuance of passports in Vietnam is 31/12/2023. From July 1, 2024, the collection of fees and charges for issuance of passports shall be in compliance with Circular 25/2021/TT-BTC.
What are cases of exemption of fees for issuance of passports in Vietnam?
Pursuant to Clause 2, Article 5 of the Circular 25/2021/TT-BTC stipulating cases of exemption of fees for issuance of passports in Vietnam as follows:
Cases of fee exemption
1. Cases where fees are exempted
a) Guests (including spouse, children) of the Communist Party, the Government, the National Assembly or heads thereof invited personally.
b) Officials and employees of diplomatic missions, foreign consular missions and representative missions of international organizations in Vietnam and their family members (spouse and children under 18 years of age), regardless of passport type, that are not Vietnamese nationals and not residing in Vietnam are not required to submit fees on the basis of reciprocity.
c) Cases of exemption as per international agreement to which Vietnam is a signatory or reciprocity basis.
d) Cases of exemption as per international agreement to which Vietnam is a signatory or reciprocity basis.
e) Foreigners enter Vietnam to provide assistance or provide humanitarian support for Vietnamese organizations and individuals.
dd) Cases where visas and/or temporary residence is issued for foreigners in Vietnam violating the law and facing penalties without being financially capable and representative missions of home countries of the foreigners refuse to incur the fees or representative missions of home countries of the foreigners are not available in Vietnam.
Fee collectors shall decide whether the violating foreigners are eligible for exemption or not in this case and be legally responsible.
2. Exempt passport issuance fee for: Overseas Vietnamese who are subject to deportation decisions issued by competent agencies in host countries without possessing passports; overseas Vietnamese who must repatriate under international agreements on receiving citizens without passports and cases for humanitarian purposes.
3. For cases of exemption under Clause 1 and Clause 2 of this Article, fee collectors must issue “Miễn thu phí”, “Miễn thu lệ phí” (Fee exempted) seals onto issued documents.
As regulations above, cases of exemption of fees for issuance of passports in Vietnam include:
- Overseas Vietnamese who are subject to deportation decisions issued by competent agencies in host countries without possessing passports;
- Overseas Vietnamese who must repatriate under international agreements on receiving citizens without passports and cases for humanitarian purposes.
