Legal basis: Decree 136/2007/ND-CP; Decree 94/2015/ND-CP; Circular 29/2016/TT-BCA.

According to the current legal regulations in Vietnam, Vietnamese citizens can exit and enter Vietnam through its border gates using their national passports (unless otherwise specified in international treaties that Vietnam has signed or acceded to, in which case the provisions of those international treaties shall apply).

National Passport includes: diplomatic passport, official passport, ordinary passport.

Ordinary passports are issued to all Vietnamese citizens. The issuance of ordinary passports is carried out upon the request of Vietnamese citizens and in accordance with the provisions of the law.

Citizens can authorize agencies, organizations, businesses, or submit their own application for the issuance of ordinary passports and receive the results in accordance with the provisions of the law.

For cases where citizens personally submit their application and receive the results for the issuance of ordinary passports, the following steps shall be followed:

Step 01: Prepare the application

The application include:

(1) 01 copy of Form X01;

(2) 02 recent passport-sized photos (4cm x 6cm), with a straight face, no head covering, no colored glasses, and a white background.

Note: For children under 09 years old who are applying for a passport together with their parents, 02 photos sized 3cm x 4cm should be submitted.

(3) For children under 14 years old, a certified copy or a photocopy of the birth certificate should be submitted. If there is no certified copy, the original document should be presented for verification and comparison.

Step 02: Submit the application

Individuals who need to apply for an ordinary passport can submit their application to the Immigration Management Office of the Provincial or Central-affiliated City Police Department where they are permanently or temporarily residing.

In urgent cases, the following individuals can directly submit their application and receive the results at the Immigration Management Department:

- Those who need to travel abroad for medical treatment with a medical referral letter from the hospital.

- Individuals who have immediate family members abroad who have had accidents, illnesses, or have passed away and need to travel urgently to resolve the situation, with supporting documents proving these events.

- Officials, public employees, officers, non-commissioned officers, and workers in the People's Army and People's Police who urgently need to exit the country, with a written request from the head of the agency or organization where they are currently working.

- In cases where there are other urgent reasons with sufficient grounds, the Director of the Immigration Management Department will consider and decide accordingly.

Note: When submitting the application, the applicant must present their 9-digit ID card or citizen identification card for verification and comparison. If the application is submitted to the Immigration Management Office at the temporary residence, the applicant must also present the temporary residence book issued by the competent authority for verification and comparison.

Step 03: Process the application

(1) For applications submitted to the Immigration Management Office: The processing time shall not exceed 08 working days from the date of receiving a complete and valid application.

(2) For applications submitted to the Immigration Management Department: The processing time shall not exceed 05 working days from the date of receiving a complete and valid application.

Note:

- In case of an urgent need for a passport, it will be processed as soon as possible within the prescribed time frame.

- If the working day coincides or is consecutive with weekends, public holidays, or Tet holidays, the processing time will be extended by the number of those holidays as regulated by the Government.

Step 04: Receive the results

The applicant who submitted the application to a specific Immigration Management Office will receive the results at that location or can choose to receive the results at the registered postal address through the postal service.

Note: When receiving the results, the applicant must present their 9-digit ID card or citizen identification card for verification and comparison. If the application was submitted to the Immigration Management Office at the temporary residence, the temporary residence book issued by the competent authority must also be presented for verification and comparison.

Passport issuance fee: 200,000 VND per new issuance (Circular 219/2016/TT-BTC).
