Vietnam: Shall a person who stutters have their conscription exempted?
According to the provisions of Clause 3, Article 4 of Circular 148/2018/TT-BQP, only citizens with health grades 1, 2, and 3 are selected for conscription based on health classification standards stipulated in Joint Circular 16/2016/TTLT-BYT-BQP.
Based on the provisions of Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, health classification is determined based on the scores given to 8 criteria listed in the military service health examination form. Specifically:
- Grade 1: All 8 criteria achieve score 1;
- Grade 2: At least 1 criterion receives score 2;
- Grade 3: At least 1 criterion receives score 3;
- Grade 4: At least 1 criterion receives score 4;
- Grade 5: At least 1 criterion receives score 5;
- Grade 6: At least 1 criterion receives score 6.
Stammering (stuttering) is specified at serial number 40, Section II, Appendix 1 issued together with Joint Circular 16/2016/TTLT-BYT-BQP, where the criterion receives score 3 for health grade 3 when words are repeated (e.g., "Con bò bò … bò sữa"), and health grade 4 when words are prolonged (e.g., "C…o…n bò sữa"). Therefore, to accurately determine the health status of your child, it is recommended to follow the military service health examination call for the most accurate conclusion from the Military Service Health Examination Council.
