Under what circumstances is the passport fee waived?
Currently, Circular 219/2016/TT-BTC does not provide regulations on cases exempt from passport issuance fees.
However, starting from May 22, 2021, Circular 25/2021/TT-BTC replaces Circular 219.
Clause 2, Article 5 of Circular 25/2021/TT-BTC stipulates the following cases are exempt from passport issuance fees:
- Vietnamese citizens abroad who have a written expulsion decision by the competent authority of the host country but do not hold a passport;
- Vietnamese citizens abroad who must return home under an international treaty or an international agreement on the reception of citizens but do not hold a passport, and cases for humanitarian reasons.
Thus, in the near future, the aforementioned cases will be exempt from passport issuance fees.
