Temporary Stay for a Short Period: Is Temporary Residence Registration Required?
Clause 1 and 2, Article 30, Law on Residence 2006 stipulate the registration of temporary residence, specifically:
- Temporary residence registration is the act in which citizens register their temporary residence with the competent state authorities, and these authorities carry out the procedures for temporary residence registration and issue a temporary residence book for them.
- Persons living, working, laboring, studying at a location within a commune, ward, or commune-level town but not eligible for permanent residence registration in that locality must register for temporary residence at the Police of the commune, ward, or commune-level town within thirty days from the date of arrival.
In the case where you are staying at a friend's place for a week before moving to a new residence, this situation does not require temporary residence registration because you are not living, working, or laboring there.
Clause 1, Article 31 of this Law stipulates:
Staying is when citizens remain for a certain period at a location within a commune, ward, or commune-level town outside their place of residence and are not required to register for temporary residence.
As such, you do not need to register for temporary residence at your friend's room but must notify your stay.
