Shall Vietnamese citizens have their personal identification numbers changed in case of renewal of citizen ID cards?
Based on Clause 2, Article 12, Clause 2, Article 19 of the 2014 Law on Citizen Identification:
The personal identification number is managed uniformly nationwide by the Ministry of Public Security and is issued to each Vietnamese citizen, not repeated with any other person.
The Citizen Identification Card number is the personal identification number.
Accordingly, the Citizen Identification Card number is unique and not repeated with any other person.
In case the card has incorrect place of birth, follow the procedures for reissuance according to Point dd, Clause 1, Article 23, and Clause 1, Article 22 of this Law. The Law does not specify clearly whether the reissuance of the Citizen Identification Card results in a new card number and under what circumstances the card number will be changed.
However, according to our viewpoint, for cases of reissuance of the Citizen Identification Card that do not lead to the change of the card number, the old card number will be retained.
When carrying out the reissuance procedures, you can further discuss with the police officer for additional support.
