Regulations on Notification of Personal Identification Numbers in the National Population Database
Article 5 Circular 59/2021/TT-BCA (Effective from July 1, 2021) provides for the notification of personal identification numbers and citizen information in the National Population Database as follows:
The Citizen Identification Number, personal identification number already present in the Birth Certificate is the personal identification number of the citizen; in cases where citizens have been issued with a Citizen Identification Card, the Birth Certificate already contains a personal identification number, then the information on the Citizen Identification Number, personal identification number in the Birth Certificate and the information on the Citizen Identification Card, Birth Certificate shall be used to conduct transactions with relevant agencies, organizations, and individuals.
When citizens request to be notified about their personal identification number and information in the National Population Database, the citizen or the citizen's legal representative shall request a notification document from the communal police where the citizen is registered for permanent residence.
The Notification Form of the personal identification number and citizen information in the National Population Database (Form No. 01 issued with this Circular) is printed directly from the National Population Database system. Citizens use this Notification to verify their information in the National Population Database with relevant agencies, organizations, and individuals.
