Procedure for Issuance of Exit and Entry Permits for Stateless Persons

- The application form for issuing or reissuing an entry and exit permit (using form NC14 issued attached to Circular 31/2015/TT-BCA);

- A copy of the permanent residence card accompanied by the original for comparison for individuals who have been granted a permanent residence card;

- An explanatory statement about the duration of temporary residence in Vietnam, with confirmation from the local police of the commune, ward, or commune-level town where the stateless person temporarily resides, for those who have not been granted permanent residence;

- The previously issued entry and exit permit, in case of reissuance due to damage;

- A loss report, in case of reissuance of the entry and exit permit due to loss (no need for confirmation from the authority where the loss occurred).
