Permanent Residence Registration with Foreign Elements According to the New Regulations

Article 9 of Circular 55/2021/TT-BCA (Effective from July 1, 2021) stipulates the registration of permanent residence involving foreign elements as follows:

- Foreigners acquiring Vietnamese nationality for the first time when registering for permanent residence must have the Decision of the President on granting Vietnamese nationality.

- Overseas Vietnamese entering the country with a Vietnamese passport must include the Vietnamese passport that they used for their most recent entry into Vietnam in their permanent residence registration dossier.

- Overseas Vietnamese using a passport or a substitute document issued by a foreign country to enter Vietnam must include documents and materials proving their Vietnamese nationality according to Vietnamese nationality law and a written approval for permanent residence from the immigration management authority as stipulated in Article 12 of this Circular.
