According to Article 7 of Decree 69/2024/ND-CP, the classification and entities eligible for an electronic identification account are as follows:

Vietnamese agencies, organizations, citizens, and foreign individuals residing in Vietnam are eligible for an electronic identification account as follows:
1. Vietnamese citizens who are 14 years old or older and have been issued a citizen identification card or a valid citizen identification card are eligible for an electronic identification account at level 01 or level 02.
Vietnamese citizens who are between 6 and under 14 years old and have been issued an identification card are eligible for an electronic identification account at level 01 or level 02 if needed.Vietnamese citizens under 6 years old who have been issued an identification card are eligible for an electronic identification account at level 01 if needed.
2. Foreign individuals who are 6 years old or older and have been issued a permanent or temporary residence card in Vietnam are eligible for an electronic identification account at level 01 or level 02 if needed. Foreign individuals under 6 years old who have been issued a permanent or temporary residence card in Vietnam are eligible for an electronic identification account at level 01 if needed.
3. Vietnamese agencies and organizations established or registered to operate in Vietnam are eligible for an electronic identification account without differentiation based on levels.
As regulated above, children under 14 years old who have been issued an identification card will be eligible for an electronic identification account at level 01, and if needed, they can be eligible for an electronic identification account at level 02.

What is an electronic identification account in Vietnam?
According to Clause 5 Article 3 of Decree 69/2024/ND-CP, the electronic identification account is defined as follows:
Electronic identification account is combination of a username, password, or other authentication means established by the identity management and electronic authentication authority. It is used to access and utilize the features, utilities, and applications of the electronic identity and authentication system and the interconnected information system as regulated by the law.
What is the duration of for issuing an electronic identification account for Vietnamese citizens?
According to Article 13 of Decree 69/2024/ND-CP, the time limit for processing the issuance of an electronic identification account is as follows:
Time limit for processing the issuance of an electronic identification account:
From the date of receiving a complete and valid application according to the regulations in this Decree, the identity management and electronic authentication authority is responsible for processing the issuance of an electronic identification account within the following time limits:
1. For Vietnamese citizens who already have a valid citizen identification card:
a) Not exceeding 01 working day for issuing an electronic identification account at level 01;
b) Not exceeding 03 working days for issuing an electronic identification account at level 02.
2. For Vietnamese citizens who have an expired or no citizen identification card, the processing time limit is not exceeding 07 working days.
3. For foreign individuals:
a) Not exceeding 01 working day for issuing an electronic identification account at level 01;
b) Not exceeding 03 working days for issuing an electronic identification account at level 02 if the facial image and fingerprint information are available in the national database on immigration;
c) Not exceeding 07 working days for issuing an electronic identification account at level 02 if the facial image and fingerprint information are not available in the national database on immigration.
4. For organizations:
a) Not exceeding 03 working days for processing information verification for organizations that already exist in the national database or specialized databases;
b) Not exceeding 15 working days for processing information verification for organizations that do not exist in the national database or specialized databases.
As regulated above, the time limits for issuing an electronic identification account are as follows:
- For issuing an electronic identification account at level 01: Not exceeding 01 working day.
- For issuing an electronic identification account at level 02: Not exceeding 03 working days.
For Vietnamese citizens who have an expired or no citizen identification card, the processing time limit is not exceeding 07 working days.
