Official: 10% reduction in passport online issuance fee in Vietnam from January 1, 2024
Pursuant to Article 4 of the Circular 25/2021/TT-BTC stipulating fee amount as follows:
Fee amount
1. Fees and charges in immigration, transit and residence in Vietnam are specified under Schedule attached hereto.
2. Fees for issuance of visas and other documents allowing immigration and residence for foreigners shall be in Vietnam Dong (VND) or US Dollar (USD). Fees that are required to be in USD shall be collected in USD or VND on the basis of conversion from USD to VND with USD purchase rate in form of wire transfer of head office of Joint stock Commercial Bank for Foreign Trade of Vietnam at the time of submission or at the end of the work day preceding holiday or non-work day.
Pursuant to Article 5 of the Circular 63/2023/TT-BTC stipulating as follows:
Amendments to Article 4 of the Circular No. 25/2021/TT-BTC dated April 07, 2021 of the Minister of Finance providing for on fees and charges in immigration, transit and residence in Vietnam, and the collection, submission, management and use thereof
Clause 3 is added to Article 4 as follows:
“3. In the case where a Vietnamese citizen submits an online application for passport:
a) From January 01, 2024 to December 31, 2025 inclusive, the fees shall be 90% (ninety percent) of the fees prescribed in point 1 Section I of the Fee and charge schedule promulgated together with this Circular.
b) From January 01, 2026 onwards, the fees prescribed in point 1 Section I of the Fee and charge schedule promulgated together with this Circular shall be applied.”
Therefore, from January 1, 2024 to December 31, 2025, the passport issuance fee in the form of online will be 90% of the prescribed rate. This means that from January 1, 2024, the passport application fee online will be reduced by 10%.
Note: The fee for issuing passports online will return to normal according to the prescribed rate from January 1, 2026.

What is the validity period of the passports in Vietnam?
Pursuant to Article 7 of the Law on Entry and Exit of Vietnamese Citizens in 2019 stipulating validity of entry and exit documents as follows:
Validity of entry and exit documents
1. Diplomatic passports and service passports shall be effective from 1 to 5 years; can be extended no more than 3 years per instance.
2. Validity of regular passports is as follows:
a) Regular passports issued to persons from 14 years of age shall be effective for 10 years and shall not be extended;
b) Regular passports issued to persons under 14 years of age shall be effective for 05 years and shall not be extended;
c) Regular passports issued by shortened procedures shall be effective for no more than 12 months and shall not be extended.
3. Laissez-passers shall be effective for no more than 12 months and shall not be extended.
As regulations above, the validity period of the passports in Vietnam are as follows:
- Diplomatic passports and service passports shall be effective from 1 to 5 years
- Regular passports issued to persons from 14 years of age shall be effective for 10 years and shall not be extended
- Regular passports issued to persons under 14 years of age shall be effective for 05 years and shall not be extended
- Regular passports issued by shortened procedures shall be effective for no more than 12 months and shall not be extended
What are cases of exemption of passport issuance fee in Vietnam?
Pursuant to Article 5 of the Circular 25/2021/TT-BTC stipulating cases of fee exemption as follows:
- Cases where fees are exempted
+ Guests (including spouse, children) of the Communist Party, the Government, the National Assembly or heads thereof invited personally.
+ Officials and employees of diplomatic missions, foreign consular missions and representative missions of international organizations in Vietnam and their family members (spouse and children under 18 years of age), regardless of passport type, that are not Vietnamese nationals and not residing in Vietnam are not required to submit fees on the basis of reciprocity.
+ Cases of exemption as per international agreement to which Vietnam is a signatory or reciprocity basis.
+ Cases of exemption as per international agreement to which Vietnam is a signatory or reciprocity basis.
+ Foreigners enter Vietnam to provide assistance or provide humanitarian support for Vietnamese organizations and individuals.
+ Cases where visas and/or temporary residence is issued for foreigners in Vietnam violating the law and facing penalties without being financially capable and representative missions of home countries of the foreigners refuse to incur the fees or representative missions of home countries of the foreigners are not available in Vietnam.
Fee collectors shall decide whether the violating foreigners are eligible for exemption or not in this case and be legally responsible.
- Exempt passport issuance fee for: Overseas Vietnamese who are subject to deportation decisions issued by competent agencies in host countries without possessing passports; overseas Vietnamese who must repatriate under international agreements on receiving citizens without passports and cases for humanitarian purposes.
- For cases of exemption, fee collectors must issue “Miễn thu phí”, “Miễn thu lệ phí” (Fee exempted) seals onto issued documents.
