Merger with a commune in the same district: Is it necessary to change identity cards?
According to the provisions of Article 5 of Decree 05/1999/ND-CP, the replacement and re-issuance of Identity Cards are stipulated as follows:
1- The following cases must follow the procedures to replace Identity Cards:
a) The Identity Card has expired;
b) The Identity Card is damaged and cannot be used;
c) Change of surname, name, middle name, date, month, year of birth;
d) Change of place of permanent residence registration outside the boundaries of the province or centrally-controlled city;
e) Change in identifying characteristics.
2- In case of loss of Identity Card, it is necessary to follow the procedures for re-issuance.
According to the above regulations, the replacement is only applicable in cases of change of place of permanent residence registration outside the boundaries of the province or centrally-controlled city. In your case, since the merger involves a nearby commune but is in the same district and same province, it does not fall under the case for replacement of the Identity Card.
