Makeup Allowed When Taking Photos for a Chip-Embedded Citizen Identity Card?
Point d Clause 1 Article 12 Circular 07/2016/TT-BCA stipulates taking photographs when issuing the CCCD card as follows:
- Officers of the citizen identification management agency photograph, collect fingerprints, and identify characteristics of the person performing the procedures for issuing the Citizen Identification Card to print on the Citizen Identification Receipt Form and the Citizen Identification Card according to regulations.
The portrait photo of the citizen is a front-facing photo, with a bare head, showing a clear face and both ears, not wearing glasses; attire and demeanor must be serious and polite, professional attire is not allowed when taking photos for the Citizen Identification Card; in cases of religious and ethnic citizens, they are allowed to wear their religious or ethnic ceremonial attire; if headscarf is worn, it must remain worn when taking the photo for the Citizen Identification Card, but the face must be clearly visible;
- Officers of the citizen identification management agency collect fingerprints of citizens through the fingerprint collection machine; in cases where the finger is amputated, deformed, or has a disability and the fingerprint cannot be collected, the specific content is recorded in the corresponding position of that finger.
Based on the above regulations, the law only requires the portrait photo in the CCCD card to be front-facing, with a bare head, showing a clear face and both ears, not wearing glasses, serious, polite,.... There is no regulation on whether citizens are allowed to wear makeup when taking photos for the CCCD card.
=> Therefore, in your case, wearing makeup when taking a photo for the CCCD card is still allowed.
