Losing an Identity Card: Is Temporary Residence Registration Possible?
According to Clause 1 Article 28 of the Law on Residence 2020, the documents for temporary residence registration include:
- Declaration of change of residence information; for minors registering for temporary residence, the declaration must clearly state the consent of the parents or guardians unless there is already written consent;
- Papers and documents proving legal residence by one of the following types of papers and documents: (Article 5 of Decree 62/2021/ND-CP):
+ Papers and documents certifying the right to use land, the right to own houses, or assets attached to land issued by competent authorities (including information about the house);
+ Building permit as prescribed by construction law (for cases where the construction requires a building permit and has already been completed);
+ Housing purchase contract for state-owned houses or papers on the liquidation and pricing of state-owned houses;

Thus, for temporary residence registration documentation, it is not mandatory to present the ID card. Therefore, if you prepare the documents as specified above, you can register for temporary residence. However, in practice, many places still require citizens to present their ID card/Citizen ID card for verification and inspection. Therefore, you may contact the police of the commune or ward where you intend to reside for the most detailed guidance.
