Issuance of Passport in a Province Different from Permanent Residence: Is It Possible?
Can You Apply for a Passport in a Different Province from Your Registered Residence?
Based on Clause 3, Clause 5 Article 15 of the 2019 Law on Exit and Entry of Vietnamese Citizens regarding the issuance of ordinary passports within the country as follows:
The application for a first-time passport is to be made at the Immigration Management Office of the Provincial Police where the applicant's permanent or temporary residence is located; if the applicant has a Citizen Identity Card, they can apply at the Immigration Management Office of the Provincial Police where it is convenient.
The application for a passport from the second time onwards is to be made at the Immigration Management Office of the Provincial Police where it is convenient or the Immigration Management Office of the Ministry of Public Security.
If you have a Citizen Identity Card, you can apply for a passport at any convenient location. Therefore, you can apply for a passport in a province different from your registered residence.
What Needs to Be Prepared to Apply for a Passport?
Based on Clause 1, Clause 2 Article 15 of the aforementioned Law regarding the dossier for applying for an ordinary passport within the country as follows:
The applicant for a passport submits a fully filled-out application form, 02 portrait photos, and related documents as stipulated in Clause 2 of this Article; presents their National Identity Card, Citizen Identity Card, or a valid passport.
Related documents for the issuance of an ordinary passport within the country include:
a) A copy of the birth certificate or an extract of the birth certificate for individuals under 14 years of age;
b) The most recently issued ordinary passport for those who have been issued a passport; in case of a lost passport, a loss report or a notice of receipt of the report from the competent authority as stipulated in Article 28 of this Law must be attached;
c) A photocopy of the National Identity Card or Citizen Identity Card in case of changes to personal information compared to the information in the most recently issued passport;
d) A certified copy of documents issued by competent Vietnamese authorities proving the legal representative for individuals who lack civil act capacity, individuals with difficulties in awareness, behavior control as stipulated by the Civil Code, and individuals under 14 years of age. In case the photocopy is not certified, the original must be presented for verification and comparison.
