Issuance of 08 new forms related to regular passport effective from August 15, 2023 in Vietnam
On July 20, 2023, the Ministry of Public Security issued Circular 31/2023/TT-BCA regulating the passport form, the travel document form, and related forms.
Circular 31/2023/TT-BCA stipulates 08 application forms for issuing, restoring the value of use, and reporting the loss of a common passport, including:
- Application form for issuance of regular passports in the country for people aged 14 years and older;
- Application form for issuance of regular passports in the country for people under 14 years old;
- Application form for issuance of regular passports abroad for people aged 14 years and older;
- Application form for issuance of regular passports abroad for people under 14 years old;
- Declaration form requesting identity confirmation for Vietnamese citizens abroad applying for passports;
- Declaration requesting restoration of regular passport's validity;
- Application to report loss of regular passport;
- Application stating reasons for having not yet come to receive passport.
In addition, there are 3 forms for relevant agencies, including:
- Notice of transfer of application to report loss of regular passport;
- Official telegram from Vietnamese representative agencies abroad requesting identity verification to issue regular passports to Vietnamese citizens;
- Notice on the resolution of reports of lost regular passports.

From August 15, 2023, what are the general specifications and techniques of the passport in Vietnam?
Article 2, Clause 1 of Circular 31/2023/TT-BCA stipulates the general specifications and techniques of the passport as follows:
- The outer page of the cover bears the national emblem, national flag, and the name of the passport; the passport has an embedded chip with a chip symbol.
- The images on the pages of the passport are of Vietnam's natural beauty and cultural heritage, combined with traditional Dong Son drum motifs.
- The language used in the passport is Vietnamese and English.
- The number of pages in the passport, excluding the cover page, is 48 pages for diplomatic passports, service passports, and ordinary passports with a validity of 5 or 10 years; 12 pages for ordinary passports issued under expedited procedures with a validity of no more than 12 months.
- The dimensions are in accordance with ISO 7810 (ID-3) standard: 88mm x 125mm ± 0.75 mm.
- The corner radius of the passport is r: 3.18mm ± 0.3mm.
- The embedded chip is placed in the back cover of the passport with an embedded chip.
- The cover of the passport is made of a durable plastic material.
- The passport number is perforated using laser technology throughout from page 1 to the back cover of the passport and coincides with the number on page 1.
- All content and images printed in the passport are done using modern technology that meets security requirements, prevents counterfeiting, and meets ICAO standards.

Article 2, Clause 2 of Circular 31/2023/TT-BCA regulates the passport model as follows:
Passport model
1. General specifications and techniques of a passport:
a) The outer cover of the passport shall bear the national emblem, national flag, and the name "passport"; the passport shall have an electronic chip with a symbol of the electronic chip.
b) The images on the pages of the passport shall be of beautiful scenery and cultural heritage of Vietnam, combined with the drum pattern.
c) The language used in the passport shall be Vietnamese and English.
d)The number of pages in the passport, excluding the cover, shall be 48 pages for diplomatic passports, official passports, and ordinary passports with a validity of 5 years or 10 years, and 12 pages for ordinary passports with a validity of no more than 12 months.

c) Regular passport, with a purple cover.
