Is Wearing Glasses Allowed When Taking Pictures for Issuing Citizen Identification Cards?
At Point d, Clause 1, Article 12 of Circular 07/2016/TT-BCA, it is stipulated:
- Officers from the Citizen Identification Management Agency shall take photos, collect fingerprints, and record the distinguishing features of individuals coming to complete the procedures for issuing Citizen Identification Cards to print on the Citizen Identification Information Receipt Form and the Citizen Identification Card as prescribed.
Portrait photos of citizens must be taken directly, with bare heads, showing clear faces and ears, without glasses; attire and demeanor must be serious and respectful, specialized uniforms are not permitted when taking photos for the Citizen Identification Card; for citizens following a religion or ethnic tradition, religious or ethnic ceremonial attire is allowed, and headscarves (if any) can be retained when taking photos for the Citizen Identification Card, but the face must be clearly visible;
- Officers from the Citizen Identification Management Agency collect a citizen's fingerprints using a fingerprint scanner; in cases where fingers are amputated, deformed, or defective, and fingerprints cannot be taken, specific details are recorded at the corresponding position of that finger.
=> Thus, according to the aforementioned regulation, when taking portrait photos for the issuance of the Citizen Identification Card, wearing glasses, even if they are prescription glasses, is not allowed.
